Position: Expert on local finances and budget accounting.
Employment Type: part-time (50%), Monday-Friday.
Location: remote job position for now, with meetings in Ukraine once the security situation allows.
Reports to: Sector Lead/Team Lead.
Remuneration: fees are subject to negotiation and must not exceed established market rates.

About the project:
In October 2019, Alinea International launched a new five-year project in Ukraine: Support Ukraine Reforms in Governance (SURGe). SURGe is a technical assistance project in Ukraine, funded by Global Affairs Canada and implemented by Alinea International Ltd.

SURGe’s Ultimate Outcome is to help the Government of Ukraine (GoU) to deliver governance and economic reforms that better respond to the needs of its citizens.

To achieve this, the Project will strategically enhance and strengthen the GoU’s reform management functions, namely its capacity to undertake planning and analysis of reforms that consider citizen impact and to implement these reforms.

Reform initiative and position summary:
To address the risks of food insecurity for Ukrainian citizens, SURGe has launched the initiative Food Security (Victory Gardens) to encourage Ukrainians to take the issue of food security into their own hands, and to produce food for themselves, their families, and their communities. The RI aims to ensure that every person in Ukraine has sufficient food during the war and afterwards.

SURGe Project is looking for аn Expert on local finances and budget accounting who will be responsible for analyzing legal framework and providing written and oral advices for local self-government bodies on budget, finance, accounting and tax aspects of agricultural activities and using grown food for people in need within and outside the community.

Key responsibilities:
• Analyze legal framework on finance, budget, accounting, and taxation with regards of agricultural activities implemented by local self-government bodies, their institutions, and enterprises.
• Provide written and oral advice for local self-government bodies on budget, financial, accounting and taxation aspects of the following activities:
o Victory Gardens establishment based on different types of communal organizations (social institutions, schools, kindergartens, municipal enterprises etc).
o Growing, harvesting and processing food grown on municipal Victory Gardens.
o Establishment and use of food reserve.
o Using of grown food for people in need within the community.
o Using of grown food for people in need outside the community.
o Sale of own produced food.
o Additional economic activity of budgetary institutions.
• Provide advice to local self-government bodies on the development of local budget programs.
• Contribute to the development of initiative’s deliverables with the advice on financing, budgeting, taxation and accounting in local self-government bodies and their institutions.
• Adhere to the principles of RBM, GBA+ and environmental sustainability in preparation of the deliverables.
• Prepare and draft other documents and activities as requested by SURGe and GoU stakeholders, related to Food Security initiative.

Academic qualifications and experience:
• Master’s degree in Accounting, Finances, Economics or relevant area.
• At least 5 years of experience in budgeting and accounting in public sector institutions (preferable local self-government bodies or communal institutions).
• Proven experience in budget accounting of agricultural activities.
• Excellent knowledge of accounting, taxation and budgeting in agriculture and local self-government.
• Experience in advising local self-government entities is a plus.
• Strong analytical, communication and presentation skills.

Other experience and skills:
• Strong ethics, well-balanced and mature personality, positive attitude to the job.
• Strong organizational skills, ability to work under tight deadlines.
• Excellent knowledge of Ukrainian, ability to speak and write clearly and correctly.
• Good command of English, both written and speaking skills.
• Citizen of Ukraine.

The duration of the contract is 4 months. For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
