Cybersecurity remains a critical and pressing issue in Ukraine. Successful cyber-attacks could have an irreparable impact on electoral integrity, damaging the foundation of trust in the electoral process and tampering with citizens’ democratic rights. IFES has worked diligently with a range of security and electoral actors to ensure that electoral cyber infrastructure is updated and protected, that civil society has the tools they need to protect itself, and that Ukraine is constantly learning, adapting, and being vigilant to increasingly sophisticated attacks by malevolent actors. 

IFES Ukraine requires the services of a National Cybersecurity Consultant to perform the following tasks:

  • Provide strategic and technical guidance to IFES Ukraine on cybersecurity and new technology initiatives for program development, planning, and implementation purposes;
  • Review and analyze existing cybersecurity legislation, strategies, policies, and other documents envisaging electoral cybersecurity and IT infrastructure in Ukraine;
  • Follow up analysis, support, and planning related to the cybersecurity and digital transformation of election operations with the CEC Secretariat and State Voters Register (SVR);
  • Develop and review technical requirements for hardware and software, including market research of existing vendors and technical solutions; in close cooperation with CEC Secretariat and SRV;
  • Participate in meetings with CEC Secretariat, SRV, and relevant electoral stakeholders;
  • Conduct assessments of business processes and operations of NACP, and public e-services (upon IFES request);
  • Participate in meetings with key stakeholders;
  • Other duties as assigned.

Deliverables: 

  • Review of cybersecurity policy documents and/or program activities;
  • Market research of vendors and technical solutions;
  • Technical requirements and specifications for IT solutions, including hardware and software;
  • Cybersecurity implementation plans, contingency plans;
  • Cybersecurity business process reviews and reports;
  • Minutes of meetings with key stakeholders. 

Period of performance: March 1, 2023 – March 1, 2024.

The number of working days: 40.

REQUIREMENTS FOR POTENTIAL CANDIDATES:

Education:

At least Bachelor’s degree in Computer Science, Mathematics, Information Technology, Information Security, Cybersecurity, or a related field. 

Experience:

  • At least 5 years of proven experience in the development of projects in the field of ICT and Information Security for governmental agencies in Ukraine;
  • Demonstrated practical experience in the management of at least two cybersecurity projects in the past, including, but not limited to, planning and building data centers from scratch, or design and installation of network/server infrastructure, or developing/implementing of Information Security Management Systems (ISMS) in compliance with ISO/IEC 27001 international standard;
  • Proven technical expertise (letters of support, certificates) in the development of technical solutions, requirements, market research on cybersecurity solutions, provision of audit and/or other risk compliance-related activities, or deployment of the new cybersecurity policies within the public organization in Ukraine over the last three years;
  • Professional experience working with international organizations and public authorities would be an advantage;
  • Experience working in Ukraine is preferred.

Language:

Excellent/fluent and written Ukrainian is required; English language is considered as an advantage.
