FOR THE CONSULTANCY CONTRACT OF: Database Consultant (DTM)

Duty Station of the Consultancy: Kyiv, Ukraine
Duration of Consultancy: 6 months
Nature of the consultancy:

Under the overall supervision of the Chief of Mission and the DTM coordinator and the direct supervision of the Information Management and Geographic Information System (GIS) officer, the consultant will carry out the development and implementation of databases and related application systems for data collected through the Displacement Tracking Matrix (DTM) assessments in Ukraine.

Project Context and Scope:

Almost eight years after the onset of the crisis in eastern Ukraine, the level of intensity across the entirety of country has escalated. With violence now spread country-wide, internal displacement has reached approximately 5.35 million people since February 24th 2022, and this is likely to increase as fighting continues to intensify, including targeting of civilian and residential infrastructure. New waves of displacement and the deteriorating living conditions of the most vulnerable will continue to exacerbate in the current context.

Organizational Department / Unit to which the Consultant is contributing:

Data and analytics units, Displacement Tracking Matrix (DTM).

  1. Category A Consultants: Tasks to be performed under this contract:
  2. Supporting the design and maintenance of a flexible database structure, in compliance with the DTM global database standards and Data Dictionary, for a variety of DTM-produced-datasets.
  3. Assisting in setting up an effective system of data and files classification, with comprehensive documentation (physical and software data).
  4. Identifying and implementing potential improvement areas for the system to keep enhanced effectiveness and efficiency of the process flow.
  5. Monitoring the start-up of the system, supporting users, and setting up contingencies for troubleshooting problems.
  6. Helping develop a tailored Standard Operating Procedures (SOP) for additional reporting.
  7. Developing data collection tools and/or data entry tools as required.
  8. Ensuring the implementation of IOM ITC standards, policies and guidelines, with regards to the databases and information systems being followed and implemented.
  9. Supporting the reporting and analysis of data for donors and other stakeholders. Ensure data consistency and provide statistical information.
  10. Coordinating the development and enhancement of the integrated methodology for data collection, information packaging and analysis as required.
  11. Assisting in preparing user manuals and conducting training programmes for the relevant users.
  12. Performing such other duties as may be assigned.
  13. Performance indicators for the evaluation of results

Database Consultant`s (DTM) performance can be evaluated through various performance indicators, such as the effectiveness of the data classification system, improved process flow, user satisfaction, improvement of the Standard Operating Procedures (SOP), implementation of IOM ITC standards, data consistency and accuracy, user training, and performance of additional duties. These indicators will help to assess the consultant’s success in supporting the DTM efforts to maintain and improve its database systems and ensure effective data management and analysis.

  1. Education, Experience and/or skills required

Education:

  • University degree in Computer or Data Sciences, Statistics, Information and Technology, Geography/Geographic Information System, Communications, or a related field from an accredited academic institution with two years of relevant professional experience.

Experience:

  • Experience in the development, troubleshooting, administration and management of information databases and information management systems is required
  • Experience in analyzing and triangulating qualitative and quantitative data, preferably in the area of migration, from multiple sources and translating it into narrative and visual would be desirable.
  • Experience working in similar field with UN or International Organization, especially in area of human mobility is an advantage. 

Technical skills:

  • Working experience with the following tools: MS Access, VB.NET, C++, .NET framework, Java, ASP.NET, MS SQL or Oracle (MCP certification in any of these products is an advantage).
  • Experience in the development and implementation of population database systems (e.g., migrant registration, censuses, household surveys) is highly desirable
  • Up-to-date knowledge on the solution development and management.
  • Up-to-date knowledge of cloud computing and use of various tools and environment for application development and hosting;
  • Experience in the development and implementation of Open Data Kit (ODK) or any other mobile data collection tools;
  • Thorough understanding in cloud environments and tools for data systems.
