Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking qualified professionals for the Programme “Utilization and implementation of the Association agreement between the EU and Ukraine in the field of trade/ EU4Business” (hereafter “Programme”) for its offices in Kyiv and Lviv to fill the positions of a

 Financial Systems and Insurance Advisor

(internal SAP code: Financial Systems and Insurance Advisor)

The project “Utilization and implementation of the Association Agreement between the EU and Ukraine in the field of trade / EU4Business” improves resilience and competitiveness of Ukrainian enterprises, especially in view of the aspired EU accession. It pursues a multi-level approach. At the macro level, trade-related issues in the EU accession process and the implementation of the EU Free Trade Agreement are supported through policy advice and complementary procurement and financing. At the meso level, the business environment for small and medium enterprises (SME) is strengthened, especially through advisory services. Industrial associations and business clusters receive special support. In addition, local business support systems are being strengthened on a pilot basis by means of financing. At the enterprise level, the resilience and innovative capacity of SMEs are supported through financing and expert advice.

Areas of responsibility:

  1. Technical advice for the program’s financial sector initiative
  • Technical advice in the planning and implementation process of the program’s financial sector initiative: participate in planning workshops, project meetings, trainings, field trips, counterpart meetings, etc;
  • Monitoring & Evaluation (M&E) support related to the program’s financial sector initiative;
  • Delegated supervision of the contracted consultants.
  1. Technical advice for finance-related issues in the programme
  • Technical advice in the planning and implementation process of the programme: participate in planning workshops, project meetings, counterpart meetings, etc.
  1. Identification of potential future MSME finance interventions
  • Conducting desk and field research on MSME finance in Ukraine;
  • Participating in and / or organization of expert discussions, workshops and other events to investigate the field of MSME finance in Ukraine;
  • Preparation of internal / external presentations and reports on the topic of MSME finance in Ukraine.
  1. Advisory support in Export Finance towards EU-member states for SME
  • Advisory support related to requirements for export finance to EU-member states;
  • Advisory support to the EEPO related to trade finance requirements for SME’s exporting to the EU.

 Other duties / additional tasks

  • Organize and / or conduct training programs related to MSME finance for the program partners (e.g., employees of the Ministry of Economy and the Entrepreneurship and Export Promotion Office)
  • Support the Head of Component and the Programme Director in various administrative tasks, such as:
    • preparation of PR and other communication material;
    • event management, and organizing team meetings and workshops;
    • project progress documentation and document filing;
    • monitoring and evaluation;
    • internal and external reporting;
    • logistical assistance to short-term experts assigned to support project implementation in completing their tasks;
    • coordination and collaboration with other intervention areas and projects;
    • representing the interests and acting on behalf of GIZ.

Required qualifications and experience:

  • University degree in Finance, Business Administration, Economics, International Development, Political Science, or other relevant discipline;
  • Minimum of 5 years of professional experience in banking, financial system development, , including experience in supporting financial intermediaries – such as banks, microfinance institutions or leasing companies – on innovative MSME finance approaches;
  • Minimum of 1 year of experience working for or with government institutions in the field of private sector development and/or financial system development;
  • Minimum of 1 year of experience in conceptualizing and delivering capacity development interventions, and designing and implementing workshops, seminars, or similar events in the field of private sector development and/or financial system development;
  • Minimum of 1 year of experience in project administration (planning and budgeting; M&E; reporting; documenting meetings; etc.);
  • Professional experience in another conflict-affected country would be considered an additional asset;
  • Sector-specific knowledge of innovative MSME finance approaches and products, especially in a (post-) conflict context;
  • Reliable, proactive and solution-oriented personality, including the ability to identify new opportunities and solutions in the field of SME finance;
  • Partner-orientation with ability to grasp, assess and respond to partner requirements and potentials for effective project implementation towards achieving project indicators;
  • Analytical and conceptual skills;
  • Strong communication skills and ability to moderate / facilitate meetings and workshops (online and offline);
  • Ability and willingness to cooperate with others (team player);
  • Good working knowledge of various ICT technologies and computer applications;
  • Willingness to upskill as required by the tasks to be performed;
  • Fluency in written and spoken English language;
  • German language skills would be an additional asset.

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kyiv. The contract duration is until the end of July 2025.
