CARE INTERNATIONAL

CARE International (CI) is among the world’s largest international non-governmental humanitarian relief and development confederations. Drawing on more than 75 years of experience, through its 21 Members, as both a practitioner and thought leader, CI’s work reaches over 100 countries worldwide to save lives, defeat poverty and achieve social justice.

CARE’s vision is to seek a world of hope, inclusion, and social justice; where poverty has been overcome and people live in dignity and security. CARE focuses heavily on women and girls, and the areas of gender equality, diversity, and inclusion are at the center of our work because we know that we cannot overcome poverty and social injustice until all people have equal rights and opportunities. We recognize that power relations between people and within systems and structures are unequal and that these are entrenched in our broader systems, structures, and institutions.

At the core of the CI Confederation is a globally distributed Secretariat, which provides coordination and support to its Members in areas including governance, strategic planning, communications, membership development and accountability, advocacy, humanitarian response, and program development. In addition, the Secretariat represents the CI Confederation at the United Nations and the European Union, and with other external stakeholders.

Context in Ukraine

On 24th February 2022, Russia’s invasion of Ukraine marked a significant escalation to the conflict that started in 2014. It continues to profoundly impact the lives of people across the country at various levels. The front line is continuously shifting and there are areas controlled by Russian forces as well as cities under siege. Aerial attacks on military installations and critical civilian infrastructures are conducted in the whole territory of Ukraine, often resulting in collateral civilian casualties. The conflict has caused the largest population movement in Europe since World War II, with 6.24 million displaced within Ukraine and 7.68 million refugees having fled to neighboring countries. By January 2023, OCHA had counted 17.6 million people in need of humanitarian assistance.

Amid the upcoming winter, which is anticipated to be the worst in decades, at least one-third of the country’s energy infrastructure is damaged, leaving millions without heating and access to water. In October, the Russian Federation claimed to have annexed four Ukrainian oblasts, further increasing the challenge of access to these areas. Therefore, in addition to preparing the population for the approaching winter, an ongoing priority for the international humanitarian response is to secure access to recently liberated and recaptured areas in the East and to provide aid to previously unreachable and particularly hard-hit areas of Ukraine.

CARE UKRAINE

As a new actor in Ukraine, CARE prioritizes a locally led response and is partnering primarily with Civil-Society Organizations (CSOs), National NGOs, local authorities, and when needed, INGOs with a longstanding presence in the country and access to hard-to-reach areas. CARE Ukraine deliberately and strategically prioritizes partnerships with local and national Women Led and Women Rights organizations (WLO’s/ WRO’s), further strengthening the Gender in Emergencies (GiE) principle and the Women Lead in Emergencies (WLiE) approach.

In the first few weeks after the escalation of the war, virtually all humanitarian aid inside Ukraine was organized and implemented by local actors. These groups (together with local authorities) remain the principal aid providers but are quickly being exhausted of funds, fuel, and physical energy. Thereby, a considerable proportion of CARE’s resources is dedicated to strengthening and supporting the capacities of local partners. 

As of November 2022, CARE Ukraine has established partnerships with twelve local/national organizations (incl. four WLO’s/WRO’s) and five international NGOs. From the more than 28 million that have been raised for Ukraine thus far, more than half is allocated to local/national partners. Through the activities that have been implemented so far, CARE Ukraine has been able to reach 651,030 people, including IDPs and affected populations in hard-to-reach areas.

While CARE Ukraine’s office is currently located in Lviv, we are continuously working on strategically expanding CARE’s presence and reach with plans to open an office in Kyiv as well as field offices in Dnipro and Odessa, covering both the East and South of the country.

Role Objectives

The Knowledge and Capacity Development Coordinator will play a key role in supporting the Knowledge and Capacity Development Manager in implementing the imperative to strengthen the capacity of National NGOs (NNGOs) as well as CARE to scale up an effective joint humanitarian response in Ukraine.

Accordingly, the Knowledge and Capacity Development Coordinator will support to help NNGOs and CARE to jointly prepare for a scaled response to the Ukraine Crisis by investing in building the capacity of partners and non-partners and bringing them to a place where they can be well positioned to be considered eligible for funding by INGOs and institutional donors. Accordingly, CARE would hold several open discussions/presentations with non-partner NNGOs, to share what CARE’s process looks like, what criteria we use and what considerations we prioritize when we chose new partners. These efforts are aimed at providing opportunities for NNGOs to learn and improve systems and processes currently in place.

Therefore, s/he will draw from CARE’s regional & global technical expertise, policies, tools,

trainers etc., to help bring interested NNGOs to a/the place closer to meeting the standards that INGOs and institutional donors set. Firstly, capacity assessments need to be carried out – both for CARE and partners. Based on these results, CARE will focus on Compliance, Financial Management, Logistics Management, Project Management and other relevant technical areas as the topics of Capacity Building for NNGOs and CARE staff. CARE will conduct this through a mix of online and in-person meetings as necessary.

The Knowledge and Capacity Development Coordinator is working under the supervision of the Knowledge and Capacity Development Manager. S/he manages the Capacity Development Officer.

Role Responsibilities:

  1. Roll out Capacity Building to NNGOs
  • Develop capacity development assessments and plans in close coordination with CARE Partnership Coordinator and Capacity Development Manager
  • Develop, facilitate and implement CARE’s Capacity Building (CB) sessions to:
    • Develop guidelines and training materials.
    • Coordinate and facilitate technical support.
    • Share relevant documentation.
  1. Lead and coordinate the partner organization capacity building plans and interventions
  • Organize the schedule of all upcoming organizational capacity assessments (OCAs) and due diligence assessments (DDA) as per CARE’s partnership approach and sub-grant agreement policy (SGA) policy.
  • With support from the Capacity Development Manager explore and pursue new and innovative partnership opportunities within the framework of the capacity building strategies.
  • Follow-up and coordinate with all relevant departments to schedule the identified capacity building interventions as per CARE’s organizational capacity development plans (OCDs) and quarterly CB report.
  • Collect and analyze the evaluation/ feedback from each CB intervention provided by CARE to the partner organization.
  • Ensure all follow-up actions are completed for all CB interventions provided by CARE including but not limited to: sharing the materials, maintaining attendance list, ensure the identified objectives are met.
  • Follow-up with the trainer and partner staff that all follow-up action points from the CB interventions are completed as per the identified timeframe and plan.
  • Ensure every capacity building (CB) interventions provided by CARE (directly or through third parties) is recorded in CARE’s CB tracker.
  • Provide all logistical arrangements for each capacity building intervention as and when needed.
  • Facilitate all training provided by CARE to Partners including but not limited to coordination, communication and provide logistic support when needed.
  • Follow up the implementation of the annual CB program.
  • Provide needed Capacity Building to partners that demonstrate gender sensitivity (particularly at field level) or a strong commitment to gender sensitivity.
    1. Effective Coordination
  • Coordinate and communicate every training opportunity and where possible every capacity building intervention with other peer INGO and UN agencies to minimise duplication and overlap in partner capacity building initiatives.
  • Coordinate with other CARE COs on a regional level on any new capacity building initiatives for partners.
  • Coordinate the implementation of professionalization plans with grant managers, technical advisors and program support heads, maintaining up to date records of counterpart efforts in coaching and mentoring provided per partner and follow-up to identify any additional CB needs/ gaps.
  • Coordinate with all partner organizations on the CB interventions to ensure no duplication and appropriateness of the proposed methods/ materials.
  • Establish links and build relationships with organizational capacity development providers in Ukraine including consulting firms, NGO support centres and universities.
  • Map out all Capacity Building Organizations and update CB Organization database accordingly.
    1. Partnership Relationship Management
  • Maintain strong, open and trusting relationships with NNGOs and also formally or informally follow-up to evaluate whether all parties are satisfied with/benefitting from the capacity building efforts.
  • Collaborate with P-Ships Coordinator to proactively identify potential partnerships with N
  • Help maintain a database of the NNGOs who participate in the training and show interest to partner with CARE
  • On-boarding of new partners if any NNGOs are successful in fully meeting the mandated selection and eligibility criteria and needs of the ongoing programs
  1. Knowledge Management and Learning
  • Develop and maintain the documentation, evaluation results, and periodic reporting related to the capacity building initiative.
  • Responsible for the day to day administration and coordination for the smooth implementation of the capacity building initiatives
  • Support the Partnership Coordinator, Capacity Development Manager, and Grants Managers in managing the budget, work planning, implementation, monitoring, and evaluation of the capacity building activities
  • Assist in drafting technical notes, reports and other materials as requested by the Capacity Development Manager

Requirements

Mandatory criteria for longlisting

  • University degree or/and Bachelor’s degree in social sciences, development, public administration or a related field
  • Minimum 3 years of solid experience working in Capacity Development for NGOs in the humanitarian or development sectors
  • Experience in partner and capacity building management
  • Good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities
  • Experience in developing training manual, modules, curricula and training materials for the national/international humanitarian organizations
  • Experience of conducting ToT, training needs assessment along with facilitations skills and ability to independently prepare training reports
  • Evaluation and monitoring of Training programs
  • Strong written and oral English and Ukrainian skills
  • Ability to organize and facilitate training sessions.
  • Ability to develop capacity building frameworks and work plans
  • Ability to coordinate internally and externally to facilitate capacity building needed.

Expected

  • Proven experience with practical and impactful gender equality and women’s empowerment approaches to development and humanitarian action
  • Experience of institutional capacity development is desirable
  • Excellent organizational skills and ability to work independently, manage time and execute tasks
  • Excellent communication skills (written & oral)
  • Excellent presentation skills
  • Written and oral Ukrainian and/or Russian skills is an advantage
  • Ability to work in fast changing environment and to multi-task and context-switch effectively between different activities and teams
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
