KEY ACCOUNTABILITIES and DUTIES & TASKS

1.  Integrated Monitoring, Evaluation & Research Planning (IMEP)

Integrated Monitoring, Evaluation & Research Planning (IMEP) is prepared and in place to provide strategic priority and realistic plans of activities for social and behaviour change interventions.

Duties & Tasks

  • Make professional contributions to and provide technical assistance for the planning and establishing the major research, monitoring and evaluation in the area of social and behaviour change activities in multi-year and annual IMEPs, which is to be reflected in the CO annual plan, inform and support emergency response. . 
  • Participate in management studies and support/participate in thematic/strategic evaluations to improve development & organizational effectiveness in social and behaviour change area.
  • Support and contribute to effectively joint evaluations with developmental and emergency resppartners, including joint evaluation of UNICEF or multi-partner programs.
  • In close consultation with management and liaison with partners, make a professional contribution to the formulation of the IMEPs from a sound results-based programming process and collaborative working relations with partners
  • In close coordination with partners, ensure that the IMEPs include data collection activities that provide accurate and relevant data on key activities and results, including results for children.

2.  Situation Monitoring and Assessment 

Provide technical support to ensure that the Country Office and national partners have a timely and accurate measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, social norms and behavioural insights to facilitate planning and to draw conclusions about the impact of programmes or policies.

Duties & Tasks

  • In coordination with other stakeholders, support the collection of reliable and evince based data on social norms and behavioural insights of relevant audiences to improve integrated national and CO planning and emergency response
  • Support management of available baseline information on national statistics and key indicators presented in a coherent, visually immersive, and interactive way (e.g. using Power BI software)   
  • Coordinate with the Country Office and partners and assist in their using up-to-date information in, among other things, humanitarian needs assessments, Situation Analysis, Common Country Assessment, Early Warning Monitoring Systems, Annual Reviews, Mid-Term Reviews, and Annual Reports or other progress reports.  
  • In humanitarian response, provide technical support for a rapid assessment and research in close coordination with the Monitoring&Evaliation section on perception, knowledge and attitudes, and behavioural insights in line with core commitment for children (CCCs). Provide technical support to ensure the CO has the information necessary for UNICEF to report on, guide the interventions effectively, and advocate for children’s rights through established social listening mechanisms.
  • Apply and implement such tools as formative research, user testing and prototyping, feasibility testing, and impact evaluation to effectively build social and behaviour change interventions for the CO emergency and development programmes.

3. Accountability to Affected Population

Establish, manage and maintain effective mechanisms to ensure accountability to the affected population.

Duties & Tasks

  • Develop and implement appropriate means for affected populations to provide feedback and to complain about their experiences and perspectives on UNICEF’s programmes and responses, including on sensitive issues.
  • Ensure regular data analyses will be integrated into decision-making and planning of social and behaviour change interventions.
  • Provide regular reports to programme sections.
  • Support communicating feedback responses to affected populations and wider audiences.

4.  Programme Performance Monitoring on Social and Behavioural Change.

Provide technical support to ensure that the Country Office has quality information to assess progress towards expected results established in annual work plans and emergency response

Duties & Tasks

  • Provide technical support as necessary to identify and adjust a set of programme performance indicators on social and behaviour change, in the context of the multi-year and annual IMEPs, the Annual Management Plan and Annual Work Plans, as outlined in the Programme Policy and Procedures Manual (especially, Chapter 6, section 6: IMEP). 
  • Provide technical support to ensure that monitoring systems are in place and that key annual programme indicators are tracked and analysed, including those related to social norms and behavioural patterns, and regularly provided to the Country Management Team/ Senior Management Team to guide programme and management decisions.
  • Carry out data collection and analysis from field visits to feed into to programme performance monitoring.  
  • Keep tracking follow-up action based on management decisions resulting from Country Office performance monitoring and evaluating social and behaviour change.
  • Compile monitoring and evaluation information/data on social and behaviour change and make them available to programme/planning sections.
  • Contribute to preparing management reports (e.g., relevant sections of the annual reports), drawing on monitoring and analysing key management and performance indicators.
  • Assist in preparing reports on systemic issues, developing case studies, and peer review papers on social and behaviour change interventions in Ukraine.

QUALIFICATION AND COMPETENCIES

1. Education:

University degree in social sciences, behavioural science, behavioural economics, development planning, advanced statistical research and analysis.   

 2. Work Experience:

  • At least 2 years of professional work experience in developing and conducting nationwide research, monitoring and evaluation activities for programme development. 
  • Experience working with information management, data visualization solutions, monitoring and data collection systems.
  • Experience working with grievance and feedback mechanisms is an asset.

 3. Language Proficiency

Fluency in English is required. Knowledge of another official UN language and Ukrainian language is an asset.
