Purpose for the job:

Under the supervision of the Supply & Logistics Officer, the Procurement Services Assistant, provides a broad range of transactional, procedural and administrative tasks in support of the efficient supply and procurement of the UNICEF Ukraine office, ensuring timely and efficient output that is in compliance with UNICEF rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design.

Summary of key functions/accountabilities:

  • Responsible for the day-to day procurement services administration and providing timely and accurate information on goods in transit, government warehouse stock, and dispatched/distributed supplies.
  • Establish and maintain contracts with the Supply Division in Copenhagen on supply procurement and shipping polices. Interprets and advises the county office on policies and procedures impacting on procurement. Maintains links with Copenhagen on transnational shipments, deliveries, claims and appropriateness of supplies linked to procurement services.
  • Corresponds with programme Sections/Fields offices and suppliers on supply and procurement matters.
  • Carry out preliminary screening of all PS requests from government and NGO partners for consistency with UNICEF policy and mandate, in close collaboration with relevant programme officers at the Country Office and with SD.
  • Assists partners in all procurement services steps: Planning, Cost Estimate, commitment upon Partner’s acceptance of the Cost Estimate, a Memorandum of Understanding (MOU) is signed, procurement & delivery, accounts settled, Monitoring & Evaluation.
  • Screen shipping documents and prepare necessary supporting letters to facilitate smooth green light from the Partner.
  • Follow up with the consignee and ensure timely submission of VAR (within 3 days upon vaccine arrival).
  • Ensures continuous availability of data related to procurement, including forecasting, requisitions received, orders placed, incoming goods, actual delivery schedules. Prepares periodic reports, and ad-hoc reports as needed.
  • Responsible for proper tracking and documentation of all PS transactions including, copy of final statement of accounts from SD, shipping documents, waybills and receipt vouchers (GRNs), maintain up to date files and monitoring sheets for all PS CEs and orders.
  • Any other assignments as requested by the supervisor.

To qualify as an advocate for every child you will have…

Education:

Completion of secondary school education is required, with courses/certifications in business administration, supply chain management, procurement or logistics considered as an advantage.  Bachelor’s degree in Procurement and or Logistics will be an asset.

Experience:

Minimum 5 years of progressively responsible administrative and/or supply-related work experience (procurement, supply or logistics) is required. Familiarity with UNICEF, UN supply procedures and systems is an asset.

Language Requirements:

Fluency in English and Ukrainian is required. Working knowledge of other UN languages will be considered as an asset.
