SCOPE OF WORK  

USAID Transformation Communications Activity  

Job Title: Graphic Designer for the Agency for Restoration and Infrastructure Development of Ukraine 

Estimated Period of Performance/Level of Effort: 13 months (up to 40 hours per week within 13 months)

Background: 

In January 2023, the Government of Ukraine established the State Agency for Restoration and Development of Infrastructure (hereinafter referred to as “the SARDI” or “the Agency”). The SARDI has been tasked with ensuring the efficient and transparent implementation of projects aimed at the country’s current rapid recovery and future post-war reconstruction. 

The Agency was created by merging the State Agency of Highways of Ukraine and the State Agency of Infrastructure Projects. Both agencies have a history of construction projects, primarily focused on building roads, bridges, and other infrastructure projects. However, the mission and scope of the newly created agency include not only transport infrastructure but also critical infrastructure, energy infrastructure, housing, and social infrastructure. At the same time, the Agency’s staff currently only consists of 190 positions, in contrast to the former Ukravtodor’s (State Agency of Highways of Ukraine ) 172 positions. This creates enormous pressure and challenges for the Agency’s team. The government has officially announced that Ukraine plans to invest at least UAH 110 billion of its own resources to support infrastructure restoration in 2023 and plans to raise six times that amount from the international community for other vital recovery projects (including housing and essential social infrastructure).  

Given the challenges mentioned above, it is necessary to strengthen the capacity of the newly created agency to ensure efficient, effective, and transparent spending of the above-mentioned funds and to obtain quick and high-quality results in the restoration process with the help of a team of experienced and knowledgeable experts. For this purpose, the Capacity Building Office (hereinafter referred to as “the CBO” “the Office”) has been established under the Head of the Agency. The Office is an Advisory Body consisting of independent experts who provide their knowledge and support, develop policies, conduct analysis, and oversight, and support the implementation of projects on the ground on a day-to-day basis. The Office comprises five key sectors: Integrity and Anti-Corruption, Procurement, Communications, Organizational Development, and Projects Implementation Unit. 

The key tasks of the Communications Unit include ensuring public control over the Agency’s activities, establishing transparent communication with stakeholders, civil society and the broader public, ensuring timely publication, and providing access of society to all the relevant information about Agency’s activities. In this context, using visual materials in public communications is essential since it can enhance understanding, increase engagement, help build trust and reach a more diverse audience. These benefits can ultimately lead to more effective communication and better public understanding of government policies and initiatives. In order to ensure proper visual communication materials are developed, there is a need to engage a full-time graphic designer within the Agency’s team.  

Responsibilities: 

  • Creating visual materials: designing brochures, infographics, presentations, charts, and other visual aids to communicate information to the public or within the organization.
  • Developing branding: a graphic designer shall help to develop and maintain a consistent brand identity for the Agency, including the use of colors, fonts, and other visual elements.
  • Collaborating with other departments: a graphic designer will work closely with other departments to ensure that visual materials are consistent with the overall messaging and goals of the Agency.
  • Ensuring accessibility: a graphic designer may also be responsible for ensuring that all visual materials are accessible to people with disabilities, including those who are visually impaired or have color vision deficiencies.
  • Maintaining design standards: a graphic designer may help to establish and maintain design standards and guidelines for the organization, to ensure that all visual materials are consistent and high-quality.
  • Staying up-to-date with design trends and technology: a graphic designer should be familiar with the latest design trends and technology and should be able to incorporate these into their work as needed.

Reporting and TCA Support: 

  • Plan working hours according to Ukrainian legislation and report on results to TCA weekly and monthly.
  • Provide written reports on a monthly and as-requested basis on the progress of their work within the Agency.
  • Support USAID Transformation Communications Activity (TCA) in developing and strengthening established partnerships with the Agency for Restoration and Infrastructure Development of Ukraine.

Deliverables/Outcomes:  

  • High-quality, engaging, and persuasive visual communication materials effectively communicating the desired messages to the target audience.
  • Branding guidelines for the governmental body.
  • Best practices: infographics, presentations, and other data visualizations which help communicate complex information in an easily understandable way.
  • Best practices: visuals for maintaining the Agency’s website.
  • Best practices: graphics for the Agency’s social media channels.
  • Best practices: for print and digital publications, such as reports, newsletters, and magazines.
  • Developed recommendations how to develop visual materials accessible to people with disabilities.
  • Scheme of collaboration with other members of the creative team to ensure that materials are integrated seamlessly into the overall communication strategy of the Agency.
  • Recommendations based on conducted research for staying up to date with industry trends to ensure that materials remain relevant and effective.
  • Final reports to the Agency and TCA which includes best practices from one year, lessons learned, recommendation for the next two months after the end of the contract.

Requirements

  • Experience: At least 2 years of experience in graphic design, including experience working on print and digital design projects (preferably within the governmental bodies). 
  • Software skills: a good understanding of graphic design software such as Adobe Creative Suite, InDesign, Photoshop, Illustrator, and other design tools.
  • Creativity: a good sense of creativity and the ability to come up with innovative and visually appealing designs for different projects.
  • Attention to detail: detail-oriented and have an eye for design. They should be able to spot inconsistencies in typography, color, and layout.
  • Communication skills: strong communication skills to be able to understand the needs and vision and effectively communicate their design ideas to other team members.
  • Time management: be able to manage their time effectively to meet tight deadlines and work on multiple projects simultaneously.
  • Knowledge of branding and visual identity: a good understanding of branding and visual identity and being able to create designs that are consistent with the Agency’s brand and visual identity guidelines.
  • Knowledge of accessibility and inclusivity: should have an understanding of accessibility and inclusivity guidelines and ensure that their designs are accessible to all members of the public.
