Background Information – Job-specific
The United Nations Office for Project Services (UNOPS) supports the successful implementation of its partners’ peacebuilding, humanitarian and development projects around the world. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organisations. With over 7,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, wherever they need it. By implementing around 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments.
The Project Manager is responsible for the day-to-day operations of the project(s) and provides services to the different donors, partners and beneficiaries. The Project Manager acts on behalf of the Project Board to manage the project on an ongoing basis during the Implementation Stage. The main responsibility of a Project Manager is to ensure that the project outputs are delivered within the specified project tolerances of time, cost, quality, scope, risk and benefits. He/she is expected to meet the organization’s performance and delivery goals.
The Project Manager has the authority to assign, as per the Project Plan, work packages to Team Managers and approve deliverables produced by them.
The Project Manager is responsible for creating the Implementation Plan, using the Project Initiation Document (PID), Legal Agreement and having a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders, to ensure the project(s) outputs are capable of meeting the business cases for both UNOPS and the partner(s). Success of the project(s) and hence of the Project Manager/Senior Project Manager will be based on the defined Success Criteria.
Project Information:
The UNOPS Ukraine Country Office aims to build a portfolio of project and programmes that,, put together,, support the strategic objective of recovery and, going forward, the reconstruction of Ukraine, more specifically in the UNOPS mandate areas of of procurement, infrastructure, and project management, as well as advisory services in these. The substantive focus of these areas lies on energy and green energy transition, transportation, housing and shelter, health and education with access to basic services.
For the portfolio to be planned and managed coherently, Project Managers will be assigned to and responsible for a specific project (or group of projects, depending on their complexity) against the generic functions and key results defined below.
Local Context:
With presence and experience in Ukraine since 2016, UNOPS has provided, on behalf of the Government and people of Ukraine, project management and procurement services to support the national reform and sustainable development agenda, environment and climate action, strengthening the rule of law, improving energy and healthcare solutions, as well as resolving economic and governance institutional weaknesses.
The invasion of Ukraine in February 2022, has led to a severe and highly complex humanitarian emergency with global impact as not witnessed in Europe for over 70 years. The international response to the Ukraine crisis has been significant, with notable support being provided by a multitude of donor countries and organizations. UNOPS is part of the response to the ongoing emergency, and augmenting its capacity to be able to provide robust and timely support over the long term, through the recovery and reconstruction phases.
This is a local position, it is therefore open to Nationals of Ukraine and to individuals who have a valid residence/work permit.

Education/Experience/Language requirements
A. Education
- A Master’s Degree in a relevant field (e.g. Business Administration, Management, International Relations, Economics, Law, Humanitarian Studies, etc.) is required
- A Bachelors’ degree in combination with two additional years of relevant experience may substitute for the Master’s degree
- A results-based project management certificate is desirable
B. Experience
- With a master’s degree a minimum of five years or with bachelor’s degree a minimum of seven years of relevant and progressive professional experience, specifically in the field of project management or project operational support is required.
- Experience with project development or monitoring and reporting is required.
- International experience in development or humanitarian support working with an international organization is desirable.
- Experience with the UN rules and procedures in Procurement, Finance, HR Management, and administrative rules and regulations would be an advantage.
C. Language
Fluency in English and Ukrainian is required.
Contract type, level and duration
This is a local position, it is therefore open to Nationals of Ukraine and to individuals who have a valid residence/work permit.
Contract type: Individual Contractor Agreement
Contract level: LICA10 – ICS10
Contract duration: One year with possibility of extension based on satisfactory performance and availability of funds.
