Director of Finance (DF) will oversee an annual portfolio of approximately $20M USD in donor-funded programs. The portfolio includes a mix of humanitarian assistance, governance, economic development and localization and technical assistance delivered throughout Ukraine. The DF is responsible for overseeing project finances for multiple programs. The DF supervises the tracking, reporting and management of all financial aspects to ensure the best use of resources by preparing sound budgets, monitoring project expenses, and ensuring timely preparation of financial reports. This is a senior management position, reporting to the Director of Finance & Administration.
Responsibilities
- Manage the finance and accounting components of all programs in Ukraine country office portfolio, including projects funded by USAID, UN, EU, other various public and private funding sources, ensures compliance with Global Communities and donors’ policies and procedures.
- Provide strong and positive leadership to the Finance Department, ensuring competent and motivated staff are hired, developed and retained.
- Ensure consistency with Global Communities Field Finance and Accounting Manual (FFAM) and all procedures, policies and accounting principles.
- Lead the process for monitoring, managing and analyzing project budgets, which allow accurate projection of expenditures and comparisons of actual and budgeted spending. Lead and coordinate the controls on the country office budget and cash flow.
- Manage relationships with banking institutions; coordinate monthly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations.
- Coordinate the review of all program related procurements and expenditures to ensure allowability, allocability, and reasonableness and compliance with the FFAM and donor policies and procedures.
- Oversee monthly financial reporting and liaise with Global Communities home office to resolve challenges and seize opportunities to achieve efficiencies.
- Advise the Director of Finance & Administration, Country Director, Chief of Party/Program Director on financial health of their projects through the provision of regular and timely financial expenditure reports.
- In coordination with the Director of Finance & Administration, design and manage systems, policies and procedures that provide appropriate levels of control of GC financial operations.
- Identify potential risks, develop and implement corrective action plans and effective mitigation strategies.
- Oversee payroll procedures for national staff and administer payroll.
- Ensure compliance with relevant Ukraine laws, including oversight and filing of necessary taxes, coordinate with the GC Ukraine legal services provider together with the Director of Finance & Administration.
- Maintain financial controls and procedures for the management of funds and subawards and contracts.
- Maintain financial files.
- Act as a focal point in audits, coordinate management responses to audit findings, ensure responses are sent on time to the auditors and that the audit recommendations are implemented on time.
Qualifications
- Undergraduate degree in a related discipline and a minimum of ten years of related work experience; master’s degree preferred.
- Certified Public Accountant (CPA) preferred.
- Five years’ experience in a senior management or director level position overseeing finance, accounting, and grants and contracts on USAID funded programs in Ukraine. International NGO or for-profit contractor experience is strongly preferred.
- Evidence of strong budgeting, reporting, and organizational skills required.
- In-depth knowledge/experience with USAID rules and regulations required; experience managing USAID grants and contracts required.
- Awareness and understanding of relevant local laws, regulations and policies is required.
- Evidence of effective communication skills, both oral and written, in English; strong interpersonal and analytical skills.
