Position: Data Analyst.
Employment Type: full-time, Monday-Friday, starting from 01 June 2023.
Location: remote job position for now, with meetings in Kyiv with the stakeholders and government partners when it is required.
Reports to: SURGe Sector Lead, Team Lead.
Remuneration: fees are subject to negotiation and must not exceed established market rates.

About the project
In October 2019, Alinea International launched a new five-year project in Ukraine: Support Ukraine Reforms in Governance (SURGe). SURGe is a technical assistance project in Ukraine, funded by Global Affairs Canada and implemented by Alinea International Ltd.
SURGe’s Ultimate Outcome is to help the Government of Ukraine (GoU) to deliver governance and economic reforms that better respond to the needs of its citizens.
To achieve this, the Project will strategically enhance and strengthen the GoU’s reform management functions, namely its capacity to undertake planning and analysis of reforms that consider citizen impact and to implement these reforms.
Reform initiative and position summary
Through this Reform Initiative, SURGe supports the Government of Ukraine with implementation of the National Strategy of Reforming the Institutional Care and Upbringing of Children for 2017-2026 (hereinafter – the “National Strategy”). SURGe is working with the Ministry of Social Policy on developing state standards and guidelines on social services provision and building the capacity of local governments and service providers to deliver services most needed by the population during the war and early recovery.
The major goal of this Reform Initiative is to build the capacity of communities for better management of social services locally to ensure that families have the support they need, and that each child is protected by the state and raised in family-based care.
To achieve this goal, SURGe Project is looking for a Data Analyst who will provide support to the Reform Initiative and the Ministry of Social Policy in developing and implementing data collection systems, ensuring data analytics, interpreting data, analyzing results of surveys using strategies that optimize statistical efficiency and quality.
Key responsibilities:
• Identify data sources, design data collection forms or surveys, and develop data processing workflows to ensure data is accurately and securely collected and stored;
• Ensure preparation of the terms of reference for the development of an IT solution for collecting, aggregating and analyzing the results of the needs assessment of citizens in social services, assist with the selection of a vendor and full development process operationalization.
• Support the Ministry of Social Policy with administration of the Social Education Platform, ensuring its proper functioning and finetuning based on the feedback received from its users and desires of the Ministry.
• Perform data mining, data exploration and data transformation tasks to enable data analysis, modeling and reporting within the monitoring of the Reform Initiative’s efforts and achievement of the tasks of the National Strategy.
● Keep well documented track of findings (trends, patterns, correlations, etc.). Prepare concise ad-hoc data reports and data visualizations that will help effectively communicate trends, patterns, and predictions using relevant data and support the decision-making process.
• Communicate findings and insights to stakeholders through reports and make recommendations based on the analysis to improve decision-making.
● Assist the Ministry and the Reform Initiative team with preparing presentation materials and supporting documentation as and when required.
Academic qualifications and experience
Mandatory:
• 3+ years on data analyst, statistics, or a related field.
• Knowledge of databases structures, normalization, de-normalization and entity relationships.
• Experience with development of the automated data analysis workflows and pipelines.
• Strong knowledge of MS Excel, business intelligence and data visualization tools (Power BI, Tableau etc.).
• Experience in business analysis.
• Fluency in English and Ukrainian, ability to speak and write clearly.
• Strong data manipulation and data analysis skills.
● Strong attention to detail as well as good problem solving, time management, and logic skills.
● High mathematical aptitude.
Desirable:
• Social sector and children’s rights protection area knowledge and understanding of current challenges in Ukraine in this sector.
• Experience in distance learning platforms development and operationalization.
• Experience with programming languages Python, R or SQL, statistical software packages like SPSS or SAS.
• Awareness of presentation design techniques and trends, knowledge of MS PowerPoint.
The duration of the contract is 4 months with a possibility of extensions (subject of approval and implemented deliverables during a previous deployment).
For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
