Requirements Overview:

Macfadden, now part of Amentum, is seeking a consultant to provide Monitoring and Evaluation (M&E), report editing, and data analytics support to their Ukraine Third-Party Monitoring (TPM) program. The TPM program aims to assess the impact of humanitarian assistance interventions funded by USAID’s Bureau for Humanitarian Assistance (BHA) in emergency settings by bringing on td monitors to engage with key stakeholders, including implementing partners, community leadership, and beneficiaries, and report on findings. These findings facilitate BHA’s ability t and/or support implementing partners and ensure that activities on the ground are implemented to its high standards. The TPM program was introduced to Ukraine in November 2022 and has continued to increase in size and scope.

The MEAL Officer/Data Analyst will be a member of the TPM Team, dedicated to improving their ability to monitor activity performance systematically and effectively evaluate humanitarian interventions in Ukraine funded by BHA. BHA leads and coordinates the U.S. Government’s humanitarian assistance efforts overseas in response to natural disasters and complex emergencies. The Bureau also supports early recovery efforts that restore and protect basic systems and services and invests in risk reduction programs that prevent or reduce risks associated with chronic and recurrent hazards.

The MEAL Officer/Data Analyst and greater TPM team will support BHA’s efforts to ensure their implementing partners are conducting the high-quality implementation of funded programs in Ukraine that adhere to Do No Harm and survivor-centered approaches. The selected individual must have significant training in quantitative and qualitative methods, experience in monitoring methods and tools, evaluation approaches and methods in the humanitarian context, and expertise in data collection and analysis techniques.

The MEAL Officer will report to the Field Monitoring Coordinator, based in Kyiv, with formal supervisory and evaluation functions performed by the Amentum Senior Team Lead based in the U.S.A.

Requirements

  • Requires a Bachelor’s degree and 8 years of experience, a Master’s degree and 6 years of experience, or a PhD and 4 years of experience; preferably with significant study in or pertinent to the specialized field, such as monitoring and evaluation as it is practiced in the field of humanitarian assistance or resilience programs.
  • Proven ability to manage databases and to prepare clear, concise data-based reports with graphics; strong attention to detail.
  • English full professional proficiency, AND advanced Ukrainian OR advanced Russian language.
  • Ability to start work within 2 weeks of contract offer
  • 5-6 day workweek

Qualifications

  • Significant training in quantitative and qualitative methods and hands-on experience with monitoring methods and tools, evaluation approaches and methods in the humanitarian context, experience, and expertise, in data collection and analysis techniques
  • Demonstrated ability to develop monitoring and evaluation guidance, checklists, and other tools for humanitarian assistance officers to improve capacity and objectivity in field visits.
  • Demonstrated ability to train and mentor staff to implement monitoring and evaluation guidance and tools using standard methods.
  • Ability to analyze quantitative and qualitative data, discern lessons learned, and make theme-based reports that present findings across data sets.
  • Strong writing and editing skills for program monitoring reports.
  • Experience of living and working in danger zones, stress resilience
  • Well organized, punctual, with attention to details
  • Previous humanitarian or international work experience in conflict-affected zones
  • Ability to travel within Ukraine.  
  • Proficiency in Microsoft Office suite, including Word, Excel, Google Suite and Outlook.

Position Description:

  • Provide technical assistance to third party monitoring (TPM) contracts for the design and implementation of monitoring systems.
  • Review protocols, monitoring approaches, templates, indicators, and evaluation methods used by TPM and ensure compliance with M&E industry and USAID standards.
  • Work with the team to innovate the existing TPM approach to improve compliance with BHA monitoring goals.
  • Review TPM reports submitted by team members; identify key themes across findings, synthesize and aggregate data, and prepare summary reports for BHA.
  • Provide quarterly and ad hoc reports on progress of TPM activity.
  • Support special projects and ad hoc requests as assigned that align with the goal of improving TPM reports, monitoring systems, and reporting to BHA.
  • Travel to the field to accompany the monitors on site visits, and cover for them, performing monitoring visits, as needed.

Duration

The consultancy will be full-time through December 2023 from the assignment start date, with the possibility of an extension.

Working Conditions

The Consultant will be based in Kyiv, Ukraine and will not require an office, but will work from their living quarters (either at home or in a long-term lodging lease), however there is potential for travel within Ukraine. The advisability of safe travel will be determined by the Consultant after consultation with the Amentum security contractor, and USAID/BHA’s implementing partners who work in the targeted area.

This MEAL Officer/Data Analyst must sign a non-disclosure agreement (NDA) in advance of accepting this position.

Do No Harm

In all field work carried out under this contract, the Consultant must employ “Do No Harm” principles. The Consultant must use data collection methods that do not re-traumatize respondents, and respect the fact that some respondents may have experienced traumatic stress or distress. It is essential that the Consultant keep data coded and stored in a way that respects the confidentiality of respondents; that beneficiaries understand participating in data collection will not affect the level of assistance they receive; and that clear informed consent is granted at the beginning of every interview and/or photograph. No data should be collected from children younger than twelve years of age or without the consent of their parents. Data collection must operate through a conflict-sensitive lens so as to not create conflict or contribute to conflict in any way. Above all other objectives, this consultancy must do no harm to anyone involved in it.

Physical Requirements

While performing the duties of this job, the Consultant is regularly required to talk, hear, and use hands to finger, handle, or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
