Deloitte is seeking a qualified candidate for the USAID State-Owned Enterprises Reform Activity in Ukraine (Ukraine SOERA) to serve as Financial and Operations Analyst supporting the State Property Fund of Ukraine (SPFU). The position is full-time/remote but requires a location in Ukraine.
Project Background and Summary:
The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improving governance and oversight, advancing privatization of selected SOEs, and developing a strategic management model for State-Owned Enterprises (SOE) remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity will include:
- SOE Mapping, Information, and Strategy.
- Reform Coordinating Mechanism (RCM) and Strategic Communications.
- Reviewing and Improving SOE Policies, Legislation, and Regulations.
- Facilitating SOE Privatization.
- Improving Corporate Governance and Management of SOEs.
- Providing Emergency Response and Recovery Preparation Technical Assistance to the Government of Ukraine (GOU) and SOEs.
Objective:
The State Property Fund of Ukraine is currently managing over 2000 enterprises, the vast majority of which will eventually be privatized, liquidated, or put into bankruptcy. There are over 1,000 SOEs still managed by other government entities that could be transferred to the SPFU within the near future. The SPFU requires support analyzing and monitoring its portfolio, improving the management and operations of its portfolio companies, and developing restructuring solutions for these companies.
Responsibilities:
1) Analyze SOEs in the SPFU portfolio and slated for transfer to the SPFU to determine whether the SOEs should stay in state ownership; be privatized, liquidated, or put into bankruptcy; how their operations and profitability could be improved; how they could be restructured or merged with other SOEs
2) Provide recommendations to the SPFU on courses of action for individual SOEs
3) Monitor the implementation of these recommendations.
Specific tasks will include:
- Analysis of financial statements and reports
- Development of financial models
- Analysis of investment plans
- Analysis of sectors, competitors, and markets
- Preparation of recommendations on improving operational performance and financial management
- Identification of opportunities for restructuring, PPPs, and concessions
- Preparation of reports and presentation for SPFU leadership and other GOU stakeholders
- Working with other SOE managing entities and GOU stakeholders
Position Requirements:
- Degree in finance, accounting, economics or related field
- Experience in the relevant position for more than 3 years (financial analysis, financial modeling and financial reporting)
- Knowledge of developing financial models to analyze and forecast financial performance
- Fluent Ukrainian and strong written and verbal communication skills in English
- Experience analyzing markets and industries
- Ability to work well in a team
- Excellent planning and time management skills
- Experience in cooperation with governmental organizations
- Proficiency in Microsoft Excel, financial software and other relevant tools
- Experience in technical assistance work is preferred.
