Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the Programme “Special Assistance Programme” to fill the position:

Communication Specialist (full-time, Kyiv)

(internal SAP code: Communication Specialist)

Context

Since the start of Russia’s war of aggression against Ukraine in February 2022, the communities in the north, east and south of Ukraine have been particularly affected – some have suffered severe damage, while others were temporarily occupied. More than 14 million people have been forced to flee their homes. Around seven million internally displaced people have settled in safe areas of Ukraine. The host communities’ capacities urgently have to be improved so that they can meet people’s needs.

Activities under the Special Assistance Programme Ukraine have been adapted accordingly to assist partners with crisis management, promoting mental health, and delivering psychosocial support.

Objective

Governmental and non-governmental institutions in selected communities in Ukraine are delivering needs-based services to meet people’s essential needs and protect the population.

Approach

The programme is focused on empowering local social, health care and administrative institutions to improve access to and the quality of services in line with the public’s needs. To this end, it organises training for medical, social and administrative personnel on a wide range of topics.

To promote closer links and mutual support between civil society stakeholders, the programme provides essential technical equipment for public spaces in the partner communities. These spaces facilitate self-organisation among internally displaced people in particular.

The programme offers emergency assistance to partner communities, including equipment to allow them to help internally displaced people, such as generators, heaters and other goods. Modular solutions enable the communities to develop their social and health care capacities and provide temporary housing for internally displaced people.

The Communication Specialist is responsible for:

  • Steering the development and implementation of Communication Strategy for the programme;
  • Copywriting and ensuring quality of projects’ success stories for various internal and external online and offline channels, such as social media, websites, interviews, press releases, presentations etc;
  • Coordinating press and PR activities;
  • Supporting the project with strategic orientation of communication to various target groups;
  • Work in close cooperation with projects’ monitoring and evaluation adviser to guarantee the project is developing towards the defined outcomes;
  • Communication with national press, national and regional partners, international donors and implementing organizations, other GIZ projects, and the GIZ country office;
  • Ensuring communication among the projects effectively, e. g. introducing and moderating useful communication formats. Provide them proactively with information;
  • Preparation of Terms of Reference and steering of service providers;
  • Ensuring the implementation of standards and guidelines for communication activities of GIZ and the European Union;
  • Assisting the strategy for strengthening of capacities of different stakeholders for public consultations.

Required qualifications and experience:

  • University degree or comparable training in PR / Communication or equivalent education;
  • At least 5 years of work experience in the field of communication (Press and Public Relations, Journalism, internal communications or lobbying or similar;
  • High proficiency in written and spoken Ukrainian and English;
  • Very good oral and writing skills in Ukrainian and English; Moderation skills are an advantage;
  • Experience in communication for political clients or in sensitive contexts;
  • Knowledge of how to use digital technologies in the field of communication as well as the ability to write texts in a stylistically confident and targeted manner and to present complicated content in a comprehensible way;
  • Experience with production of media for different information channels incl. social media;
  • Experience in control and briefing of service providers and agencies;
  • Knowledge of publishing and graphics applications are desired;
  • Proficient use of MS Office Package;
  • Open-minded team player with excellent intercultural competences;
  • Proactive, creative thinker;
  • Strong commitment to and belief in the power of communication to help empower communities;
  • Strong organizational and planning competences.

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv. The contract duration is 1 year. Prolongation is possible. Starting as soon as possible.
