The Program Summary 

Mercy Corps has been responding in Ukraine since the start of the full-scale war in February 2022. The team is providing emergency assistance to refugees in neighboring countries and people displaced inside Ukraine so they can meet their basic survival needs. We also fund local organizations that know their community best and are working quickly to address their most urgent needs.

The Position

The Capacity Development Coordinator will support the development and management of Capacity Development programming for partners in Ukraine and therefore be invested in capacity development of local Civil Society Organizations. Under the direct supervision of the Partnerships Advisor, the Capacity Development Coordinator will be responsible for assisting mainly in assessing and identifying needs for partner capacity development, facilitating sessions, preparing works plans with partners, and following on the implementation, monitoring, evaluating and documentation of trainings and other capacity development activities.

S/he will provide capacity building technical expertise and support and will ensure quality capacity building approaches and skills across activities. This post requires a high level of coordination with both internal and external stakeholders to ensure proper joint planning of activities within the project. S/he is therefore an effective communicator and is able to work with a diverse team to achieve common objectives. 

Essential Responsibilities 

Strategy and Partnership Development

  • Develop strong relationships with partner organizations.
  • Supervise the capacity assessment of identified organizations using Mercy Corps Organizational Capacity Index Tools.
  • On the basis of the findings, provide strategic program guidance and technical support for the CSO capacity building portion of the program, through provision of support to field staff and partner organizations as required, in coordination with the Program Managers.
  • Develop and/or refine existing CSO capacity building curriculum to fit local context and capacity.
  • Refine organizational development tools and recommend best approaches for the staff and partner capacity development, building on existing Mercy Corps knowledge and experience.
  • Deliver and/or oversee delivery of curriculum based training
  • Provide peer-to-peer knowledge sharing and support during field site visits, particularly field trainings and events, and other forms of staff capacity-building, in coordination with the program team.
  • Provide inputs in refining the existing organizational development, monitoring and evaluation by incorporating sensitive approaches and gender sensitivity, based on field feedback, effectiveness in the field, and appropriateness to ensure civil society organizations are being strengthened to meet program objectives.
  • Identify and support mechanisms for effective project monitoring and evaluation efforts and systems for information sharing internally and externally.
  • Coordinate with various team members assigned on particular follow-up items in the capacity Development Plan to locate and coordinate internal and external technical resources as needed 

Partnership Support:

  • Lead on the process for partnership Performance review on annual basis ensuring they feed into Capacity Development Plans.
  • Support Technical Advisor for partnership in partners mapping, capacity assessment and partners identification.
  • Train, advise and mentor project staff on capacity development approaches and activities, including coaching and mentoring skills.
  • Support Partnership Advisor in the roll-out of partnership strategy, processes and procedures and reinforcing the partnership principles in day-to-day work.

Works Directly With: Programs, Partnerships, MEL, CARM, Subawards & Compliance, Finance, HR, Operations and Security Teams

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

  •  University Degree or in international studies, social, economic or other relevant field is desired.Masters degree preferred.
  • Minimum 5-7 years of relevant work experience, with 1-3 years working in non-governmental organizations through a partnership approach with proven high level of competence in working in NGOs/INGO capacity building programs.
  • Desired demonstrated expertise in remote management or in emergency response programming in highly insecure environments.
  • Strong knowledge of, and experience with organizational development of CSOs in challenging environments, and ability to inform the content and method of organizational development training.
  • Proven track record in staff and stakeholder training and capacity building and TOT training.
  • Willingness to travel to field locations for program monitoring and partner support (pending security approval). 
  • Excellent interpersonal and communication skills: Ability to interact effectively with project partners, local stakeholders and community members. 
  • Familiarity with the MS Office software (i.e., Word, Excel, and PowerPoint) is required 
  • Excellent oral and written Ukrainian and English is required. 
  • Knowledge of Sphere standards and other training in humanitarian response preferred. 

Success Factors

The position holder should have strong multi-tasking, organizational, and prioritization skills, as well as attention to details. Must be a strong collaborator with good inter-personal and relationship building skills. A demonstrated ability to work quickly, accurately, meet deadlines, and process information in support of changing program activities is necessary. Ability to coordinate with different members/levels of a team. Ability and willingness to travel within Ukraine, including in areas of program implementation in eastern Ukraine, security permitting.
