Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Support to the Decentralisation Reform in Ukraine / U-LEAD with Europe: Ukraine Local Empowerment, Accountability and Development Programme – Phase II” to fill the position:
Team Leader Integrity Support Team (full-time, Kyiv)

U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme is a multidonor action of the European Union and its member states Germany, Sweden, Denmark, Poland, Estonia and Slovenia which supports Ukrainian municipalities and national partners in three dimensions: Reform, Recovery and Reconstruction. In the past years, Ukraine has put decentralisation and regional development as a top priority on its political agenda. The reform has promoted a viable local self-government and thus bringing a positive change to the life of citizens. Local self-government has also strongly contributed to the resilience of municipalities which showed its positive effects in the first days of the war. The Ministry of Communities, Territories and Infrastructure Development (MinInfrastructure) has taken the lead in promoting reform, recovery and reconstruction. U-LEAD empowers the Ukrainian local self-government in times of war through providing specialised support.
The governance system of Ukraine at the national, regional and local levels is in a vital dependence on institutional capacity to ensure transparent and efficient policy development, implementation and monitoring, rigidness to corruption risks and prevention of decision-making malfunctions. Civil servants, representatives of municipalities and anti-corruption officers throughout the entire state play a key role in ensuring that prioritization and integration of all available resources properly meet national anti-corruption standards and protocols, contributing to fulfilment of Ukraine’s aspirations to join the EU. U-LEAD is establishing the Integrity Support Team to lead Programme’s activities in the area of Integrity, Transparency and Anti-Corruption.
Areas of responsibility:
- Leading and ensuring the sound strategic, operational, managerial, monitoring and reporting processes of the Integrity SupportTeam;
- Ensuring the application of GIZ standards and rules in all processes within the Integrity Support Team;
- Ensuring a good communication and information flow with all stakeholders (Integrity Support Team, institutions, political partners, implementation partners and within the GIZ team) and supporting them;
- Managing staff under the supervision of the position holder;
- Coordinating the recruitment, dismissal, onboarding of new staff, development of team members; performing annual staff assessment;
- Supporting team members in operations planning, implementation and reporting processes, ensuring quality of monthly activity planning and its implementation;
- Providing professional and managerial advice according to GIZ values, standards and rules to the team members;
- Supporting the Integrity Support Team in ensuring the application of GIZ standards and rules in all procedures (procurement, contracts, financial management, communications and visibility, integrity, monitoring, reporting, etc.);
- Supporting communication and visibility activities of U-LEAD with Europe;
- Representing the Programme to all relevant stakeholders according to the GIZ and U-LEAD rules of communication. Participates at the meetings on behalf of the Programme;
- Communicating and reporting regularly to the Head of Unit (Multi-Level Governance Unit);
- Supporting the Head of Unit in the management of the unit according to the needs;
- Performing other duties and tasks at the request of management.
Requirements to the candidates:
- Master’s degree or equivalent in a relevant field;
- At least 3 years’ experience in managing or coordinating teams;
- Experience in project management and international assistance projects;
- Work experience in the areas of Integrity, Transparency and Anti-Corruption is an asset;
- Work experience with GIZ is an asset;
- Strong leadership, organisational and planning skills;
- Very good communication, cooperation and negotiation skills;
- Sound knowledge of decentralization reform and anti-corruption agenda of the Ukrainian Government;
- Willingness to enhance own skills as required by the dynamics of tasks to be performed;
- Good working knowledge of MS Office;
- Reliability, flexibility and stress resistence, high loyality, high self-discipline, team player;
- High level of the Ukrainian and English languages. Knowledge of German will be an

Employment conditions
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting July 2023. The contract duration is until the end of December 2023 with the possibility to be extended.
