Pact seeks for a consultant for mobile Pharmacy Point development to perform the following tasks:

• Support development of conceptual and operational model of mobile pharmacy points
• Assist in planning and evaluation of risks and opportunities at both national and regional  levels
• Provide recommendations and participate in the implementation of the concept at local and regional level
• Assist in negotiation with MoH and other stakeholders to promote initiative, develop partnership with key stakeholders
• Support in planning developing and implementing educational programs for local partners, ensure mentoring, coordination and progress monitoring

On all communications services the Сonsultant shall:

1. Collaborate with Project team
2. Complete the tasks in line with following schedule and deliverables
3. confirm the ability to participate in the meeting with national and regional stakeholders

• Brief analysis of the national and international experience on mobile pharmacy modalities developed by July 31, 2023
• Conceptual and operational model of mobile pharmacy developed, advocacy plan for regulation update presented by  August 31, 2023
• SOPs for mobile pharmacy points, TORs for employees, equipment and vehicles requirements developed  and incorporated into project activities -by September 30, 2023
• Brief recommendation/instruction to launch the activity of mobile pharmacy points for each region should be developed in accordance with its local specifics – by October 30, 2023

• Ongoing TA provided to implementing partners – through entire consultancy process

Period of performance: six (6) months (Jul 2023- Dec 2023), 15 days per month (80 days in total)

A successful candidate must possess the following qualifications:

1. Master Diploma or equivalent  – in medicine, pharmacology, or public health. Outstanding technical expertise in pharmaceutical management is an advance.
2. Minimum of 5 (five) years’ experience in health care / pharmacy field.
3. Experience in development and/or implementation of the “Affordable Medicines” reimbursement program will be an advantage.
4. Strict adherence to deadlines. 
5. Ability to work effectively, often under tight deadlines, and deliver a quality product in a professional manner.
6. Ability to travel within Ukraine.

Proposals (digital submissions only) must include, at a minimum, the following information:

1. CV with linked examples of quality of work (relevant past projects and materials pertinent to providing the services).
2. Proposed Fees/Expenses. Proposals shall clearly state all fees and expenses to be charged in the performance of all Services: If based on an hourly rate, provide the hourly rates to be charged for the Contractor. Provide an explanation if fees will be calculated on any other basis
3. Reference List – A list of at least three (3) contacts for references, including client name, organization, email and telephone contact information for similar work performed by the applicant.
