Junior Regional Development Policy Advisor (full-time, Kyiv)

“U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme” is a multi-donor action of the European Union and its member states Germany, Sweden, Denmark, Poland, Estonia and Slovenia which supports the efforts of the Ukrainian government in the area of decentralisation and regional development, as a top priority on its political agenda. The reform aims at promoting a viable and empowered local self-government (LSG) and thus bringing a positive change to people’s lives. Its success was acknowledged by the European Commission which recognised decentralisation in its Opinion on Ukraine’s application for European Union (EU) membership as “one of the most impactful and successful reforms implemented in the country”.

Building new and strong Ukraine with the atmosphere of integrity and transparency is among the priorities of Ukrainian Government. Martial law and humanitarian aid distribution in Ukraine exposed a line of challenges to be addressed to minimise corruption risks. It needs to be assured that arriving aid is managed in a proper and adequate manner, as well as to secure transparency of the procedures and their compliance with the law.

Investments planned by EU and further development of Ukraine after the war will require transparent mechanisms of their distribution both on national and local levels. The massive financial support envisaged for reconstruction intends to support the country to build itself back better and to introduce reforms in ‘rule of law, anti-corruption and anti-fraud, as well as good governance’ that further constitute essential conditions of EU membership. The need for integrity and transparency is evident, especially within the context of public procurement and financial management, in the interest of attracting investment for reconstruction.

Responsibilities:

  • Assisting the Programme on the issues related to the national regional development policy of Ukraine and its relation to EU accession processes.
  • Assisting in preparation of recommendations on national regional development policy and relevant legal framework in relation to multi-level governance (decentralisation reform) of Ukraine.
  • Helping with the necessary technical coordination of accession discussions for the Programme, liaising with the relevant national, regional and local authorities, institutions and organisations.
  • Helping with designing, implementing and monitoring capacity development measures in the field of regional development (of key stakeholders at the national, regional and local levels).
  • Assisting in ensuring compliance with GIZ standards and rules.
  • Helping with preparation of technical advice to GIZ team members and partners in the fields related to the regional development.
  • Contribution to planning, monitoring & evaluation as well as reporting.

Tasks:

  • Supporting in data collection and analysis relating to a variety of legal topics and proposing measures on harmonisation of national regional development policy of Ukraine with EU requirements.
  • Assisting in analysing developments related to the national regional development and EU accession and in preparation of high-quality reports and briefs, providing inputs and feedback.
  • Help with preparation of drafts of legal opinions, correspondence, notes or other documents.
  • Helping in coordination of implementation of the capacity development measures aimed at the national, regional and local level stakeholders.
  • Supporting in identifying possible synergies across various levels (national, regional, local) and sectors contributing to regional development.
  • Supporting in smooth coordination with the partners and stakeholders.
  • Supporting in coordination of the work of national and international experts.

General obligations:

  • Contribution to the overall knowledge and data management; systematically filing and maintaining document management in accordance with GIZ standards.
  • Support in management of cooperation, ensuring a regular contact and dialogue with relevant internal and external stakeholders to maintain good working relationships.
  • Contribution to compliance with GIZ rules and standards.

Required qualifications, competences and experience:

  • University degree the field of social or natural sciences, European integration, international relations, public management or other relevant fields.
  • At least 2 years of professional working experience in the sphere of development in Ukraine or EU.
  • Work experience in the public administration and/or international organisations and/or NGOs.
  • Previous experience with capacity development at the local, regional and national levels in the field of regional development and/or multi-level governance.
  • Basic knowledge of Ukrainian legislation related to decentralisation reform and other related sectoral reforms, in general, and national regional development policy reform, in particular.
  • Understanding and interest in current reform agenda and EU accession process of Ukraine, especially related to regional development and local self-government reforms.
  • Communication, presentation and organisational skills.
  • Excellent knowledge of computer applications (e.g. MS Office).
  • Proficiency in English and Ukrainian.
  • Organizational and time management skills, ability to manage multiple tasks simultaneously, manage and meet deadlines and maintain a high quality of work.
  • Diligence and responsible work ethic.
  • Availability to take on responsibility and a corresponding sense for responsibility.
  • Ability to work under challenging conditions and tight deadlines, flexible and able to work with people of different professional and cultural backgrounds, result-oriented, well organized and motivated.
  • High degree of loyalty, self-organization and motivation.
  • Work experience with GIZ and/or other international organisations is an asset.
  • Readiness for occasional business trips within Ukraine, in compliance to the current GIZ travel policy.

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting August 2023. The contract duration is until the end of October 2024, although this may be subject to extension.
