Background

Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021.

In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain life-line and key basic services, followed by removal or mines and explosives as well as debris.

As of September 23, 2022, 2551 educational institutions have been damaged by bombing and shelling, 291 of them are destroyed. Since the beginning of the Russian military aggression, 36 institutions from the number of special, sanatorium educational institutions and orphanages have suffered damage and destruction of varying degrees as a result of hostilities. 

In this context, UNDP Ukraine is currently recruiting highly qualified and experienced Ukrainian professionals for the post of Community Officer in Lviv.

Duties and Responsibilities

Under the direct supervision of the Community Specialist, the overall guidance from the National Project Manager and the Portfolio Team Lead, and in close coordination with the Focal Points in beneficiaries’ municipalities, the Community Officer will be responsible for liaising with the project stakeholders, including local communities, to ensure timely and quality delivery of the project results with due level of community engagement. This position is a national position on a contract modality of “National Personnel Service Agreement” at NPSA-9 level.  

The incumbent is expected to perform the following tasks:

I.    Partnership building and Stakeholders’ engagement:

  • Identify key measures through citizens participatory process and intensive consultation with local authorities and representatives of the other stakeholders, which UNDP could undertake as part of the Project’s action to address relevant needs
  • Take the lead in providing support to the local authorities, and maintaining the dialogue with stakeholders in an open and transparent manner
  • Mobilize local communities to enable them to serve as development partners in a sustainable local development environment 
  • Establish and maintain working relations with the Project’s partners at the sub-national and local levels to facilitate collaborations among the public administrations and multiple stakeholders
  • Prepare local community awareness, and locally based information with the purpose of monitoring the local stakeholders’ level of participation and information.

II.    Communication and Monitoring:

  • Prepare and organize the stakeholder consultation meetings to communicate the desired objectives
  • Coordinate on the collection and interpretation of data in the social and communication related areas, and in the community profiling/mapping as deemed necessary, as well as make them available to the concerned team to ensure integration into the actionable components
  • Maintain an updated database of the project’s counterparts, contractors, consultants, and suppliers, as well as collect relevant information on the best services and expertise of the providers
  • Prepare reports on the community engagement during the consultation process
  • Work on the conceptualization of visibility activities, and ensure the inclusion of all relevant stakeholders
  • Prepare project and programme related correspondences, and maintain contacts with governmental and non-governmental institutions, local authorities, NGOs, academia, etc.
  • Ensure all project’s communications and training activities are in line with UNDP gender-responsive communications principles
  • Facilitate project and programme related training/learning activities.

III.    Operations/Procurement:

  • Coordinate with the technical teams on the development of technical documentations for various tendering processes and provide/check the required inputs
  • Facilitate the process of procurement and delivery of goods and services through tender/canvas processes in accordance with the SOPs
  • Contribute to the organization of procurement processes including vendors’ creation and e-requisitions
  • Contribute to the organization of events through LTA companies, and check and compare the received proposals etc.

Perform other duties within your functional profile as assigned and deemed necessary for the efficient functioning of the Project/UNDP Programme.

Required Skills and Experience

Education:

  • Master’s degree in Communications, Public Relations, Community Development, Social Sciences, Business Administration, or any other related field OR
  • Bachelor’s degree in Communications, Public Relations, Community Development, Social Sciences, Business Administration, or any other related field with two (2) additional years of experience could be considered in lieu of Master´s degree. 

Experience:

  • Two (2) years of relevant experience in working with community/grassroots initiative with a master’s degree OR Four (4) years of relevant experience in working with community/grassroots initiative with a bachelor’s degree
  • Previous experience/familiarity with community engagement or community mobilization is an asset
  • Previous experience/engagement working with local authorities at the local level is an asset
  • Previous experience with UN/UNDP and/or Public sector and/or International organizations is desired
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.), and in handling web-based management systems is desired.

Language(s):

  • Fluency in Ukrainian, and working knowledge of English.
