PERIOD OF PERFORMANCE: Employment under any contract issued under this solicitation is of a continuing nature.
BASIC FUNCTIONS OF POSITION:
The USAID Mission to Ukraine is responsible for the development, implementation and oversight of USAID-funded programs operating throughout Ukraine. USAID development assistance promotes Ukraine’s transition to a democratic, prosperous, stable, healthy country united in its European aspirations.
The USAID/Ukraine Office of Health (OH) manages a large, dynamic portfolio of contracts and cooperative agreements focused on healthcare reform, mental health and physical rehabilitation, infectious diseases (TB, HIV/AIDS and vaccine preventable diseases), and health security.
The core focus of the health assistance is to 1) restore essential health services, especially in areas where services have been disrupted due to conflict; 2) help meet growing war-related health needs such as mental health and rehabilitation; 3) ensure continued availability and access to tuberculosis (TB) and HIV services and improve Ukraine’s public health security; and 4) strengthen health system governance, accountability and efficiency. The incumbent works as part of OH’s Program and Strategic Information team. The incumbent supports respective Contract/Agreement Officer Representatives (C/AORs) to meet USAID management requirements in administering contracts, cooperative agreements, and grants. The incumbent helps organize and maintain databases, files, and other information, support financial management, such as accruals, and prepare procurement documents, such as checklists. The incumbent summarizes complex information in succinct and easy to understand reports, presentations, talking points, and one-pagers as directed by C/AORs. The incumbent is expected to liaise with contractors, international donors, government actors, and multilateral institutions as directed by C/AORs to carry out her/his/their duties.
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
Education: Minimum of college/ university studies in international relations, public administration, health, conflict mitigation, community development or a related field is required
Work Experience: Minimum of at least three (3) years of progressively responsible experience in development assistance, administrative support, or project management is required.
Language Proficiency: Fluency (Level IV) in English and Ukrainian (oral and writing ability) is required.
