Position Title: National Policy and Liaison Officer
Duty Station: Kyiv, Ukraine

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission (CoM), the Senior Policy and Liaison Coordinator and the direct supervision of the Migration Policy and Governance Officer, and in collaboration with relevant thematic Units in the Mission, the National Policy and Liaison Officer will be responsible for the day-to-day planning and implementation of the IOM Ukraine approach on stakeholders liaison and engagement for advancing migration policy and governance in Ukraine.

Core Functions / Responsibilities:

  1. Establish and maintain contacts with relevant non-governmental partners (CSOs, UN, private scetor, academia, etc) in order to identify the needs and opportunities for advancing migration policy, legal and institutional frameworks in Ukraine and identify entry points for IOM engagement with various stakeholders.
  2. Support the Policy and Liaison Unit efforts in liaising with relevant government authorities, United Nations (UN) agencies, non-governmental organizations, and other stakeholders on the issues related to migration governance, emergency response and recovery.
  3. Support the Migration Policy and Governance Officer to, plan and lead the implementation of specific interventions/activities that support advancement of policy, legal and institutional framework on migration in Ukraine (such as workshops, roundtables, project proposals, etc).
  4. Support the Policy and Liaison Unit efforts to chair the UN Working Group on Migration through coordination with relevant UN agencies, drafting an annual plan of actions/ advocacy activities and preparing periodic meetings with UN agencies;
  5. Support Policy and Liaison Unit efforts in performing activities related to integrating and mainstreaming migration in the various policy frameworks of UN in Ukraine including new UN Cooperation Framework; Contribute to the Mission’s efforts to report on the UN Transitional Framework.
  6. Support the efforts of GoU to report on the implementation of international legal frameworks on migration (conventions) as well as regional and/or global cooperation frameworks on migration (such as GCM) through drafting of specific inputs, reviewing of draft reports, and other support requested by the GoU.
  7. Keep track of evolving security situation in Ukraine and impact on population movements and stakeholders’ response; capture developments in frequent reporting (Internal SitRep) especially in relation to policy and legislative developments in the country. Ensure that the Country Office is informed of local and international developments which may have an impact on IOM operations at the ground.
  8. Collect, analyze and present information on Ukrainian policies, strategies, and other frameworks relevant to migration, displacement and recovery, as well as on needs, gaps and contextual factors; analyze data and evidence and develop recommendations for evidence-based policies and practices.
  9. Pro-actively compile and analyze relevant information on implementation of migration frameworks in the country (also within the scope of the latest MGI assessment recommendations), formulate specific recommendations for further IOM action;
  10. Supervise and guide the staff assigned under the Policy and Liaison Team;
  11. Contribute to strengthening knowledge of migration policy, governance, and leveraging global frameworks among the Policy and Liaison Unit staff as well as other staff in the mission.
  12. Support the mission’s human rights due diligence process for all its projects.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

Bachelor’s degree in Political Science, Social Sciences, Law and International Relations, or a related field from an accredited academic institution with at least two years of relevant professional experience. 

Expxerience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations is required;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups is highly advantageous; and,
  • Experience in conducting qualitative and quantitative research in a humanitarian and/or development context,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; especially as related to recovery and durable solutions to internal displacement is required.
  • Knowledge of UN and bilateral donor programming is advantageous.
  • Ability to write clearly and efficiently in English and Ukrainian languages is required.
  • Communication skills, including with research partners and high-level stakeholders, are required.

Languages

For all applicants, fluency in English and Ukrainian is required (oral and written).
