Deloitte is seeking a qualified candidate to serve as a Multi-agency Donor Coordination Platform (MCPD) Senior Advisor in support of the USAID/UKaid State-Owned Enterprises Reform Activity in Ukraine (SOERA). The position is full-time, based in Kyiv, Ukraine.

Project Background and Summary

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing critical activities to maintain public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the population and external stakeholders, and help plan and execute effective, efficient, and accountable restoration and reconstruction.

Position Objective

The MDCP Senior Advisor will provide strategic advice and support on donor coordination to the Ukraine Deputy Prime Minister for Restoration (DPM) as co-chair of the Multi-agency Donor Coordination Platform (MDCP) and Government of Ukraine (GOU) lead for reconstruction and recovery. The Senior Advisor will report directly to the DPM or his designee. The position will be recruited through USAID SOERA and provide services for one year, with of extension, based in Kyiv.  The Senior Advisor will also oversee a small Coordination Administrative Unit in the DPM’s office.

Responsibilities

  • Provide strategic advice to the DPM on donor coordination and prioritization.
  • Support duties required for the DPM’s functions as MDCP chair.
  • Facilitate communications among the MDCP office, donors, Heads of Cooperation group, Ministry of Finance, GOU line ministries, Reform Delivery and Project Management Units, and other GOU entities.
  • Provide forward planning of MDCP workshops, Steering Committee meetings, etc.
  • Supervise two or more staff in the Coordination Administrative Unit.
  • Track and report milestones and deliverables related to MDCP.
  • Share lessons learned and information across Sector/Thematic Working Groups.
  • Supervise day-to-day operations of the Coordination Administrative Unit.

Sample Deliverables

Exact services will be defined in the course of implementation, in consultation with the Ministry for Restoration and SOERA. On a monthly basis, the Senior Advisor will maintain a record of expected deliverables and timesheets and prepare a report summarizing the status of deliverables and results achieved. Examples of deliverables could include, but are not limited to:

  • Advice and recommendations for improving coordination and prioritization and on issues to raise and monitor with the MDCP Steering Committee
  • Mapping of international donor and funder programming and projects to GOU restoration and reconstruction priorities;
  • Preparation and dissemination of documents to relevant units at GOU line ministries and international funders on a range of thematic issues;
  • Communications among GOU, donors, funders, and others on key thematic issues;
  • Documentation on implementation monitoring, as well as action points from meetings;
  • Comprehensive contact databases of key partners and stakeholders;
  • Oversight of administrative functions — meeting minutes, decision records, agendas, information and document management, and forward planning.

Minimum Requirements

  • Minimum 20 years of professional experience.
  • Minimum Master’s degree in a relevant field.
  • Demonstrated skills in program strategic planning and implementation management. Experience in reconstruction, post-disaster, or post-conflict settings is a plus.
  • Proven track record leading relevant programs of similar size, scope, or complexity, including donor-funded programs as a preference.
  • Professional experience working with or for GOU agencies on program management, planning, or implementation.
  • Degree from an accredited university in economics, business, political science, energy, finance, social sciences or related field, plus at least eight years of relevant professional experience.
  • Demonstrated effectiveness leading and managing teams that can adapt to changing contexts.
  • Demonstrated leadership and human resource management skills.
  • Reputation for professional excellence including strategic planning and management skills (as evidenced by references and achievements).
  • Verbal and written fluency in English, along with strong communications, interpersonal, and presentation skills.
  • Familiarity with Ukrainian politics and economics, including knowledge of relevant key institutions, is a plus.
