Pact Inc, is implementing a USAID-funded project Community Action for HIV Control. The project goal is to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing, and linkage to care among key and priority populations.

Pact Inc./Community Action for HIV Control project seeks a Consultant for MHPSS (IR 4.1: Restore and facilitate access to community-based essential health and MHPSS services among other vulnerable populations in selected regions) to perform the following tasks:

  • To conduct update of evidence-based PHQ (Patient Health Questionnaire) tool in order to train on mental and emotional health
  • To develop SOPs for PHQ implementation
  • To conduct trainings for mobile health teams on specifics of evidence-based PHQ’s implementation
  • To coordinate with partners to scale up services on MHPSS.

To perform the task the Vendor shall:

  1. Collaborate with Project team
  2. Complete the tasks in line with following schedule and deliverables
  • by August 30, 2023:
  • to select evidence-based PHQ tool in order to conduct trainings on mental and emotional health
  • to update evidence-based PHQ tool

by September 30, 2023:

  • to define the list of relevant equipment needed for PHQ tool utilization
  • to develop SOPs for PHQ implementation and conduct trainings for mobile health teams on specifics of evidence-based PHQ’s
  • to prepare information materials on MHPSS practices: self-help techniques, self-stabilization and recovery etc.

Vendors must possess the following qualifications:

  1. Master Degree in medicine, public health, psychology, social science or other relevant fields. 
  2. Minimum of 3 (three) years’ experience in mental health care / social field.
  3. Experience in development and/or implementation of MHHPS program will be an advantage.
  4. Strict adherence to deadlines. 
  5. Ability to work effectively, often under tight deadlines, and deliver a quality product in a professional manner.

Proposals (digital submissions only) must include, at a minimum, the following information:

  1. CV with linked examples of quality of work (relevant past projects and materials pertinent to providing the services).
  2. Proposed Fees/Expenses. Proposals shall clearly state all fees and expenses to be charged in the performance of all Services: If based on an hourly rate, provide the hourly rates to be charged for the Contractor. Provide an explanation if fees will be calculated on any other basis.

3. Reference List – A list of at least three (3) contacts for references, including client name, organization, email and telephone contact information for similar work performed by the applicant.
