The Program Summary

Since March 2022, Mercy Corps has been focusing on emergency delivery aid to the affected populations, primarily through multi-purpose cash assistance and in-kind support, thus reaching more than 600,000 people. Mercy Corps will continues this life saving assistance for as long as it is needed and at the same time establishing a Rapid Response Mechanism, that will allow to respond to emergency situations and/or increased humanitarian that may arise in the current situation. At the same time, Mercy Corps acknowledges that together with addressing humanitarian needs, it is also important engage in recovery activities leading to resilience of program participants. Therefore, alongside ongoing emergency activities, Mercy Corps has launched a resilience program, that contributes to stabilization of livelihoods and improved resilience for IDPs and affected individuals. In line with direct investments to support self-employment opportunities, SME and agriculture sectors, this pilot will work as an adaptive response mechanism and will adapt programming according to ongoing analysis of the context and potentially changing needs.

The Position (General Position Summary)

The Area Coordinator reports to Director of Programs and represents Mercy Corps in the area of responsibility (AOR). S/he ensures effective coordination and liaison with key stakeholders and works to raise Mercy Corps visibility and presence in the AOR. The Area Coordinator participates in various coordination meetings, including cluster meetings, Area Managers meeting, NGO forums, regional government meetings, etc. and plays key role in liaison with regional and local governments, as well as relevant departments (e.g Social protection). S/he collects and updates the directory of key government and other stakeholder contacts. The Area Coordinator liaises with respective Program Leads and coordinates between Programs and Operations teams. S/he participates in various needs assessments, gathers relevant data and works with Response leadership to design new or additive interventions to address priorities and needs in their AoR. The Area Coordinator will also establish collaboration with the local Civil Society sector representatives, to understand local capacities in this regard and assist Program Leads in identification of potential partnerships with local organizations. The Area Coordinator will ensure office level team meetings take place weekly, are conducted in a constructive and open way, and that agreed action items are followed up. In addition, s/he will serve as a member of the Extended Senior Management Team, which draws together Program Leads and senior Response staff across all locations in Ukraine. 

Essential Responsibilities

STRATEGY & VISION

  • Set or contribute to a clear program operational vision for the Response in their AoR, working closely with Response leadership.
  • Monitor needs and gaps, provide recommendations for actions.
  • In close cooperation with Director of Programs and Program Leads, liaise with Government of Ukraine stakeholders and participate in coordination forums in their AoR to understand evolving needs, and the changing context, and to ensure constructive working relationships.
  • Set or contribute to setting directions by prioritizing and organizing actions & resources to achieve program objectives.
  • Identifying and acting on key learning in program implementation to ensure the effectiveness of interventions.
  • Contribute to planning and implementation of needs assessments, including for new areas of operation.

TEAM MANAGEMENT

  • Lead weekly office standing meetings and ensure coordination and information exchange between program and operations teams.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence and cultivate resilience and well-being under challenging situations.
  • Contribute to AoR team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes.
  • Link team members to training, mentoring, guidance, and resources as needed to perform their roles.

COLLABORATION WITH PROGRAM SUPPORT FUNCTIONS

  • Work in close collaboration with the Operations Manager in the AoR, who is responsible for supervising and supporting the day-to-day functioning of each of Mercy Corps’ offices.
  • Coordinate with safety and security team members to ensure that all program team members based in, or visiting, the AoR are following security protocols and adjusting to the changing context.
  • Work with Programs and Finance & Compliance departments to understand program budget allocations for the AoR and to ensure that these are planned and spent appropriately.

LIAISON & REPRESENTATION AT FIELD LEVEL

  • Develop strong relationships with key stakeholders, including other international and local organizations and networks active in the AoR.
  • Establish and maintain effective relationships with key stakeholders and represent Mercy Corps in the different programmatic fora with relevant government and local authorities, partners, NGOs and UN agencies.
  • Representation with regional and district authorities to keep them updated about Mercy Corps interventions in the area and collect necessary feedback.
  • Building liaison with key stakeholders in government (such as social protection departments, employment centres, etc) to regularly receive most updated information about the needs in the respective area.
  • Representation at OCHA Coordination and Area Managers meetings.
  • Bilateral coordination/information exchange meetings with peer INGOs and other key players in the area.
  • In close collaboration with Program leads, participate in organizing donor and third-party monitoring visits.
  • Participation in local NGO forums and meetings with local civil society representatives to understand their capacity and identify potential candidates for future partnerships.
  • Identify strategic partnerships and opportunities for current and future Mercy Corps activities.

Reports Directly To: Director of Programs

Works Directly With: Program Managers, Program Leads, PaQ team, Operations team, Security Team, SMT members. 

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects. 

Minimum Qualification & Transferable Skills

·       5-7 years of field experience in relief and development programs required; experience in managing programs in active zones, transitional environments and working in insecure emergency situations is preferred
·       Effective communication skills: able to work in person and remotely with geographically dispersed and culturally distinct teams
·       Strong understanding of sensitive program mainstreaming, and gender or protection mainstreaming would be an advantage.
  • Strong analytic skills and ability to develop solutions to complex issues required.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
·       BA/BS or equivalent in the relevant field.
·       A foundational understanding of donor regulations and compliance (USAID, ECHO, DFID, UN, etc.)
·       Excellent oral and written Ukrainian and English skills required. 

Success Factors

The successful Area Coordinator will skillfully represent programmatic priorities to stakeholders in the AoR while providing effective leadership to Mercy Corps’ AoR-based program and PaQ teams. They will be capable of multitasking and rapid decision-making, and will demonstrate initiative, drive, mentorship, and emotional intelligence. They will understand the importance of setting and meeting ambitious deadlines that are commensurate with humanitarian response timelines. They will be committed to the delivery of high-impact activities at the community level, working with and supporting front-line local actors.
