A description of the context for the task

The project “Ukraine’s Cohesion and Regional Development, UCORD” is a technical assistance project supported by Switzerland through the Swiss Agency for Development and Cooperation in Ukraine (SDC) and implemented by the consulting company NIRAS Sweden AB.

The UCORD project is aimed at strengthening the cooperation of citizens, businesses and state authorities on recovery and regional development, which will contribute to improving the quality of life, stability, peace and social cohesion in Ukraine. The project is implemented in 4 pilot regions of Ukraine: Khmelnytskyi, Sumy, Ternopil and Vinnytsia. The acquired experience and learning will then be disseminated at the national level.

The UCORD project consists of three components:

• Component 1 provides for the development of regional policy in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot areas.
• Component 2 aims to improve public service delivery in the WASAW (water supply, sanitation and waste management) sectors with a focus on the environment.
• Component 3 aims to build social cohesion through culture, creative industries and dialogue.

The activities of the three components of the project are supported by offline and online communication activities of various scales. In order to properly support the program activities, as well as provide visibility for the UCORD brand, the printing service provider will be responsible for producing high-quality printed materials and merchandise, in accordance with the communications recommendations and the visual style of UCORD.

Basic services

Working closely with the project communication manager, the service provider will provide:

1. High-quality, full-color digital printing services for various materials, including but not limited to catalogs, brochures, flyers, business cards, posters, and banners;
2. Professional offset printing for bulk production of items such as catalogs, magazines, booklets, and other large-scale print materials;
3. Production of branded stationery items, including notepads, folders, and other corporate materials;
4. Printing of promotional merchandise, such as t-shirts, mugs, pens, and other customizable items;
5. Various finishing options, including lamination, binding, cutting, embossing, and other specialized finishing techniques;
6. Collaboration with the project’s external designers to ensure layouts are print-ready and optimized for the best results.

Expected deliverables will be additionally agreed upon in additional ToRs annexed to the frame Agreement.

Qualifications

• Proven experience in high-quality printing of various materials;
• Expertise in print technologies, including digital printing, offset printing, large format printing, and others;
• Capacity for bulk printing;
• Excellent organizational and communication skills;
• Experience in working with international partners and governance bodies is a plus.

Reporting
Materials must be submitted for approval by the UCORD project communications manager.

• A full proposal of prices for printing various types of materials and merchandise that correspond to the tasks described above;
• A freedom-form portfolio of previously printed materials (photos, videos, links).
• In order to fully complete the application for participation in the direct award procurement procedure, a special form will be sent to the short list of participants in response to the mail, which will need to be filled out additionally and the relevant documents submitted.
