The Position 

Tetra Tech is seeking candidates for an Administrative Manager position for an anticipated USAID-funded infrastructure project to support reconstruction and recovery activities in Ukraine. The Administrative Manager leads project operations including finance, administration, logistics, procurement, and maintains office function. The position is based in Ukraine and is contingent upon contract award.  The location for the position is Kyiv with travel throughout Ukraine expected. Remote meetings will also represent a regular part of the work week.

Main Duties 

  • Responsible for the day-to-day management of the office 
  • Establish and maintain effective office information management systems including files, hardware, software, and technical support 
  • Manage the hiring process from preparing the job advertisements to interviews to nomination 
  • Prepare, implement and evaluate the compensation, benefit and allowance system 
  • Prepare contracts for Tetra Tech International employees, consultants and short-term assistants 
  • Maintain effective procurement system, documentation and records in compliance with Tetra Tech and USAID policies and procedures for all program operation costs 
  • Ensure strict compliance with Tetra Tech, USG and USAID safety and security guidance 
  • Provide reports to the home office on estimated costs to complete the project, potential risks to successful implementation, and monthly financial accrual reports. 
  • Review bank records for accuracy and ensure compliance with home office accounting guidelines and US Government financial management regulations. 
  • Prepare detailed monthly and quarterly financial reports for USAID. 
  • Review and resolve subcontracting issues and review invoices. 
  • Liaise with USAID to resolve invoicing, contractual, and operational issues. 
  • Participate in and respond to the US government during audits and financial reviews. 
  • Address international tax and VAT filing issues. 
  • Ensure the project is compliant with USAID regulations and Tetra Tech’s corporate policies. 
  • Manage corporate registrations to remain in compliance with local laws. 
  • Keep detailed inventories of the project funded assets and prepare regular reports for USAID in accordance with US Government and home office guidelines. 
  • Train local staff on home office and US Government regulations, policies and procedures related to USAID project management.  

Qualifications 

  • At least 7 years of experience providing management of operations, finance and administration on a USAID or other donor-funded project.  
  • Bachelor’s degree in international development, economics, management, or related field, with 5 years related work experience. 
  • Demonstrated knowledge, skills, and/or experiences in financial planning and management, and procurement, among other management support areas/functions. 
  • Knowledge of and experience with USAID rules and regulations is strongly preferred. 
  • Experience supervising staff is required. 
  • Ability to handle a high volume of large and complex tasks. 
  • Strong oral and written communication skills. 
  • English and Ukrainian fluency (reading, writing and presentation skills) required.
