Annex 2 – TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF:  National MHPSS Trainer

  1. Duty Station of the Consultancy: Kyiv, Ukraine
  2. Duration of Consultancy: 1 September 2023 – 31 March 2024
  3. Nature of the consultancy: The Trainer will support implementation of activities conducted under the “Path of Resilience” programme focused on mental health and psychosocial support (MHPSS) for war veterans, including those with disabilities, their family members, family members of fallen (deceased) defenders of Ukraine (hereinafter – veterans and their family members) through taking part in arranging, conducting and facilitating capacity building trainings on focused counselling and psychological support services for veterans and their family members; on psychological assistance to families of fallen; and arranging, conducting and facilitating several family retreats for veterans and their family members. All costs related to the conduct of this consultancy will be borne on IOM.
  4. Project Context and Scope:

Since January, IOM started a new phase of support for veterans’ reintegration funded by the German Federal Foreign Office. Through this, there will be support for more veterans, their family members, and the institutions that assist them, than ever before, and in new ways. The focus of the new 18-months project is to not only provide assistance in the present, but to ensure more robust and sustained support in the future.

Building upon the successes and lessons learned for veterans’ reintegration programming since 2018 and taking into account the changes in the context since the 24th of February 2022, the new “Path of Resilience” programme was created to support veterans’ reintegration in Ukraine with a stronger focus on disabled veterans, their family members, and family of fallen veterans. The approach of this project and of IOM Veterans’ Reintegration Programme is multi-sectoral and multi-level, seeking long-term results through national research on social reintegration of veterans into their communities, helping to establish veterans’ development centers, enhancing tailored access to mental health and psychosocial, including through the hotline and supporting the service providers and organizations that assist veterans, their families and the families of the fallen in their communities.

Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the National Reintegration Consultant, in close coordination with IOM Ukraine MHPSS programme management and International Expert and Trainer on MHPSS to veterans, the Trainer will support implementation of activities withing the project “Path of Resilience” focused strengthening of local capacity on MHPSS in line with international best practices. The Expert will support arrangement, conduct and facilitate capacity building trainings focused on counselling and psychological support services for veterans; on psychological assistance to families of fallen; will support arrangement, conduct and facilitate three family retreats for veterans and their family members; will support arrangement, conduct and facilitate three training of trainers on peer-to-peer support. The activities will take place in Ukraine.

  2. Category A Consultants: Tangible and measurable outputs of the work assignment:
  3. By the September 30, 2023:
  • Under coordination of the International Expert and Trainer on MHPSS to veterans support the arrangement, conduct and facilitate no less 3 capacity building trainings offline for up to 60 local MHPSS workers, identified by IOM, and relevant stakeholders.
  • Under coordination of the International Expert and Trainer on MHPSS to veterans support the arrangement, conduct and facilitate no less 5 capacity building trainings online for at least 100 local MHPSS workers, identified by IOM, and relevant stakeholders;
  • Prepare and conduct pre- and post-assessments of the capacity building trainings to assess the average knowledge increase among the trainings’ participants;
  • Under coordination of the International Expert and Trainer on MHPSS to veterans support the arrangement, conduct and facilitate at least two family retreats for veterans and their family members (20 families in total).
  • Under coordination of the International Expert and Trainer on MHPSS to veterans support the arrangement, conduct and facilitate one TOT on “peer-to-peer” support to veterans and their family members, to train up to 20 representatives of academic institutions to become trainers on “peer-to-peer” support to veterans and their family members;
  1. By the November 30, 2023:
  • Under coordination of the International Expert and Trainer on MHPSS to veterans support the arrangement, conduct and facilitate no less 2 capacity building trainings offline for up to 40 local MHPSS workers, identified by IOM, and relevant stakeholders.
  • Under coordination of the International Expert and Trainer on MHPSS to veterans support the arrangement, conduct and facilitate no less 4 capacity building trainings online for at least 80 local MHPSS workers, identified by IOM, and relevant stakeholders;
  • Conduct pre- and post-assessments of the capacity building trainings to assess the average knowledge increase among the trainings’ participants;
  • Participate in the Forum on wellbeing and resilience of veterans and their families, uniting MHPSS practitioners from Ukraine and other countries to present IOM interventions within the project.
  • By the 31 March, 2024:
  • Under coordination of the International Expert and Trainer on MHPSS to veterans support the arrangement, conduct and facilitate one capacity building training online for at least 20 local MHPSS workers, identified by IOM, and relevant stakeholders;
  • Under coordination of the International Expert and Trainer on MHPSS to veterans support the arrangement, conduct and facilitate pre- and post-assessments of the capacity building training to assess the average knowledge increase among the trainings’ participants;
  • Under coordination of the International Expert and Trainer on MHPSS to veterans support the arrangement, conduct and facilitate one TOT on “peer-to-peer” support to veterans and their family members, to train up to 20 representatives of academic institutions to become trainers on “peer-to-peer” support to veterans and their family members;
  • Undertake duty travel within Ukraine on an as-needed basis.
  • Provide with interim and a final narrative reports on the consultancy assignment and its outcomes, offering observations on the impact of the consultancy.
  • Perform such other duties as may be assigned.

All the deliverables under this Section are subject of approval by IOM. The National MHPSS Trainer will also deliver to IOM the electronic files of all gathered documents that were used as a source for the consultancy. Any delay in reaching the deliverables which is not under the control of the Consultant will be coordinated with IOM that will undertake corrective actions.

  1. Performance indicators for the evaluation of results:

By the 31 March, 2024 provided:

  • Five capacity building trainings offline for up to 200 local MHPSS workers, identified by IOM, and relevant stakeholders arranged, conducted, and facilitated.
  • Ten capacity building trainings online for at least 200 local MHPSS workers, identified by IOM, and relevant stakeholders arranged, conducted, and facilitated.
  • Pre- and post-assessments of the capacity building trainings to assess the average knowledge increase among the trainings’ participants prepared and conducted.
  • Two family retreats for 20 veterans’ families arranged, conducted, and facilitated.
  • Two TOT on “peer-to-peer” support to veterans and their family members, to train up to 40 representatives of academic institutions to become trainers on “peer-to-peer” support to veterans and their family members arranged, conducted, and facilitated.
  • Participated in the Forum on wellbeing and resilience of veterans and their families, uniting MHPSS practitioners from Ukraine and other countries to present IOM interventions within the project.
  • Duty travel within Ukraine on an as-needed basis undertaken.
  • Monthly progress reports and a final report to the IOM provided.
  1. Education, Experience and/or skills required:

Education

  • University degree in clinical or counselling psychology or other related field.

Experience:

  • At least two years of experience in the field of psychological support, including to veterans and their families;
  • Strong understanding of issues related to the reintegration and transition of the veterans;
  • Strong understanding of post-conflict psychosocial problems regarding veterans and their family members;
  • Experience in organizing and conducting of the capacity building trainings for the psychologists, retreats is an advantage.
    Skills:
     

 Confident user of the Microsoft Office Suite.

Languages:

  • Proficiency in English is required.
