Deloitte is seeking qualified candidates for the open position of Health Care Provider Strategic Development Advisor in support of the USAID Health Reform Support project. This position is based in Kyiv.

Project Description
The purpose of the USAID Health Reform Support project (HRS) is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
Position Summary
The Health Care Provider Strategic Development Advisor will support activities under the ‘Improve health sector governance’ and ‘Improve service delivery system at all levels’ objectives, focusing on hospital sector strengthening and development, facility and services data analytics, strategic and operational planning and other tasks as directed by project leadership.
Tasks and Responsibilities
Duties and responsibilities will include, but will not be limited to:
- Providing technical assistance to regional and local administrations and health care providers in implementing hospital sector reform;
- Developing and implementing recovery and modernization plans;
- Providing technical assistance to healthcare providers to strengthen their capacity to provide quality healthcare to the patients;
- Managing activities related to hospital districts developing and planning and providing technical assistance (data collection, analysis of patient pathways, service needs, health workforce, service utilization, development of recommendations);
- Participating in the design and manage organizational restructuring of hospital sector networks;
- Preparing and conducting workshops and trainings;
- Developing/adapting tools, training and instruction manuals;
- Communicating with national and local stakeholders in issues related to hospital sector development; and
- Perform other tasks as assigned by the supervisor.
Requirements/Qualifications
- Bachelor’s Degree in medicine, healthcare administration, management, business administration, public health, economics, finance or other related disciplines;
- 5 years of relevant professional experience in healthcare financing, administration or public health;
- Proven experience in management and program planning;
- Demonstrated leadership and teamwork and ability produce high quality work in a timely, cost-effective manner;
- Excellent organizational skills;
- Excellent interpersonal communicational skills; and
- Fluent Ukrainian and English.
Reporting Requirements
The Health Care Provider Strategic Development Advisor will report to the Technical Advisor, Healthcare Service Delivery Lead.
