Deloitte is seeking qualified candidates for the open position of Human Resources for Health Manager/Workstream Lead in support of the USAID Health Reform Support project. This position is based in Kyiv.

Level of Effort: full-time 

Project Description

The purpose of the USAID Health Reform Support project (HRS) is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability, and responsiveness of the health care system.
  5. Improve service delivery system at all levels.

Position Summary

The Human Resources for Health Manager/Workstream Lead will provide technical support and coordinate related activities targeted at the development of health workforce. This position will provide technical and managerial oversight of activities, focusing on high-level management and achievement of results under this component. S/he will be an expert on health workforce planning and expected to provide technical input towards the component’s workplan contributions and activity implementation.

Tasks and Responsibilities

Duties and responsibilities will include, but will not be limited to:

  • Managing the activities under this component to ensure that delivery is on time, within budget, meets client and stakeholder expectations and is contractually compliant;
  • Providing technical support to develop local and national approaches to health workforce planning;
  • Providing technical support for the development of training courses for health professionals, including identifying gaps in knowledge/skills, developing a curriculum, pre-and post-training evaluation, training materials, etc.;
  • Participating in component planning through substantial contributions of technical expertise on results for activities related to health workforce strengthening;
  • Providing strategic vision on activities’ sustainability;
  • Maintaining strong working relationships with the project team and provide input as needed on technical implementation;
  • Developing strong working relationships with team members, consultants and grantees through regular dialogue on activity progress and challenges to implementation;
  • Building relationships with a wide-range of current and potential project partners;
  • Assisting the component lead in preparing the operation plan for the project activities and monitor implementation;
  • Writing reports related to health workforce strengthening activities; and
  • Other duties assigned by supervisor.

Requirements/Qualifications

  • Bachelor’s Degree in public health, sociology, or other relevant areas;
  • At least five years of relevant work experience, with health workforce support experience highly prioritized;
  • Proven experience in management and program planning with international donor-funded projects highly preferred;
  • Fluency in Ukrainian and English;
  • Strong management and planning skills;
  • Demonstrated leadership and teamwork and ability to produce high-quality work in a timely, cost-effective manner;
  • Excellent organizational skills;
  • Excellent interpersonal communicational skills.

The Human Resources for Health Manager/Workstream Lead will report to the Technical Advisor, Human Resources for Health Component Lead.
