Project Background
DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities. The Activity has three objectives:
- Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
- Objective 2: More self-reliant subnational governance
- Objective 3: Citizens play an increasingly influential role in local governance processes
Roles Purpose
The Logistics Officer is responsible for providing day-to-day logistical support to HOVERLA technical and operational staff and consultants. S/he oversees adherence to the project’s Field Operations Manual (FOM), USAID regulations, contract requirements and limitations, policies, procedures, controls, and reporting systems.
Location and Reporting
The Logistics Officer will be based in Kyiv, Ukraine, or any regional project offices in Lviv, Poltava, Odesa, Zhytomyr, Uzhorod, Rivne and Lutsk, and will report to the Senior Logistics Officer.
Objectives and Duties:
- Actively participate in coordination and organization of the project’s major events, conferences, VIP visits, etc.
- Coordinate logistics for business trips, seminars, conferences, and meetings, including international travel – both for the project staff and external parties; ensure security of project staff travel.
- Assist in scheduling and preparing travel arrangements for meetings and events.
- Provide arrangements, with close cooperation with procurement department, for project workshops, training events, STTAs, and other logistical needs as required.
- Manage logistics and procurement processes, ensuring DAI and USAID rules and regulations are followed transparently.
- Coordinate with the procurement team in negotiating the best deals with vendors and suppliers.
- Maintain relationships with vendors and suppliers who provide logistics/travel project support.
- Work with procurement as well as technical staff to ensure that actions are conducted in a highly efficient manner by promoting proper planning well in advance of upcoming activities.
- Identify areas in FOM where policies, procedures and/or practices may not be fully aligned with project practice and advise project management with options and recommendations.
- Ensure that logistics records are well-organized, maintained and updated.
- Prepare accurate and timely field reports and other documentation as required; maintain office management files.
- Keep respective activity records in DAI corporate system (TAMIS).
- Other duties as assigned.
Qualifications:
- Bachelor’s degree in Logistics, Business, Business or equivalent.
- 6 years of experience in the administrative support field, including 2 years of experience with USAID or other international donor-funded projects.
- Well organized and self-directed, analytical ability, good judgment, and strong operational focus.
- Ability to respond effectively to time-sensitive demands & inquiries.
- Proficiency using Microsoft office suite, and other relevant software.
- Fluency in English is preferred, proficiency in Ukrainian is required.
