Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the programme “U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme ” to fill the position:

Junior Municipal Dialogue and Citizens’ Engagement Advisor (full-time, Kyiv)

(internal SAP code: Junior Communication Advisor)

In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralisation reform, which was meant to reshape the relations between the national, regional and local levels and build institutional capacity. Given the important new tasks, responsibilities and financial resources that local self-governments were given, the implementation of the reform required to be  accompanied by expert advice, trainings and diverse support measures. U-LEAD (Ukraine-Local Empowerment, Accountability and Development) with Europe was launched to become a special measure conducted  as a multi-donor action by the EU and its member states Germany, Estonia, Sweden, Denmark, Poland and Slovenia to support the Ukrainian government in the implementation of the decentralisation reform.

Since the full-scale invasion of Ukraine, U-LEAD with Europe has been focusing its major activities on supporting Ukrainian municipalities during the war, developing special expertise needed to cope with war-related challenges, and contributing to the process of future recovery and reconstruction.

Key responsibilities:

  • Provision of support and advice on the matters of dialogue practices, engagement with citizens and local decision-makers, reaching local groups and building exchange networks;
  • Assistance in terms of documents preparation for elaborating contracts to institutions, local consulting companies and long / short-term experts etc;
  • Regular follow-up of the policy, programme and public initiatives developments;
  • Ensuring compliance with GIZ standards and rules in all aspects of the Programme;
  • Contribution to planning, monitoring & evaluation as well as reporting activities of Sustainable Development Unit (SDU);
  • Provides support to the SDU concerning implementation and monitoring of activities related to dialogue and citizens engagement as well as liaises with other Programme units; assists in implementation and monitoring of SDU contracting and procurement;
  • Participates in internal and external meetings;
  • Supports drafting of high-quality reports, briefings, minutes, presentations and summaries of reports and legal provision, in English and Ukrainian;
  • Tracks new activities, initiatives and events organised by the Programme and stakeholders and provides briefings the team advisors’ and management;
  • Supports in other necessary logistical and organisational tasks;
  • Reports regularly to the superior;
  • Cooperates with national and international experts;
  • Applies GIZ standards and rules in administrative processes in the projects;
  • Ensures compliance with U-LEAD Programme standards in all internal and external communication and presentation according to GIZ PR and communication policies.

Required qualifications and experience:

  • Bachelor or Masters’s Degree in the field of international relations, public management, communications, social science, psychology, journalism. or other relevant fields;
  • At least 2 years’ professional work experience in a similar position with a focus on cooperating with NGOs, professional networks and interest groups, representation of interests, dialogue and mediation and other similar topics;
  • Work experience in the public administration on local (hromada), regional or national level and/or international organisations is desirable;
  • Prior experience in applying digital communication and engagement methods and techniques; planning and implementation of events in online or mixed format;
  • Basic skills and previous experience in working with photo and video editing programmes, creating infographics is an asset;
  • Knowledge of decentralisation and regional/local development policies and Ukrainian legislation is an asset;
  • Fluent written and oral knowledge of English and Ukrainian;
  • Excellent knowledge of MS Office, especially MS Teams;
  • Outstanding organizational and time management skills, ability to manage multiple tasks simultaneously, solve problems, manage and meet deadlines and maintain a high quality of work;
  • Reliability, confidentiality, flexibility and stress resistance;
  • Readiness for occasional business trips to different project locations within Ukraine.

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv with the possibility of remote work during the war. The assignment starts asap.
