DAI is seeking qualified candidates to occupy full-time position of Program Officer in Kyiv HOVERLA office in Ukraine to join USAID Governance and Local Accountability (HOVERLA) Activity’s team. Interested candidates should submit their application through the following portal:

Project Background

DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. The purpose of HOVERLA Activity is to facilitate the creation of Ukrainian local governance systems and processes that are more self-reliant, accountable to citizens, inclusive and able to provide services. The Activity has three objectives:

  • Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
  • Objective 2: More self-reliant subnational governance
  • Objective 3: Citizens play an increasingly influential role in local governance processes 

Position Overview

The Program Officer provides operational and administrative assistance to the Deputy Chief of Party and performs a variety of coordination, communications, and logistic services to support the daily activities of the senior management team. This position will report to the Deputy Chief of Party. 

Objectives and Duties

  • Support the daily administrative and operational needs of the project.
  • Maintain project technical leadership meeting and event calendars.
  • Draft documents and correspondence in English and (or) Ukrainian languages upon Deputy Chief of Party request.
  • In coordination with the logistics and procurement teams, assist project technical leadership in scheduling meetings, making appointments, and sending invitations.
  • Manage correspondence and files on Share Drive on behalf of DCOP.
  • Prepare required meeting documents, take meeting minutes, draft memos to file during project meetings and events.
  • Assist technical team in creating event budgets, event agendas, invitations, participation lists, requisitions in an internal system (TAMIS) and follow policies and procedures under section 10 of HOVERLA Field Operations Manual.
  • Coordinate with monitoring and evaluation team on online reporting of the events, workshops, seminars, and training sessions per USAID guidelines.
  • Assist project technical leadership in making photocopies, drafting letters, formatting power point presentations, sending technical documents, coordinating with the translator to translate project documents as needed.
  • Assist in the planning and oversight of events such as annual work planning meetings, annual retreats, and launching events.
  • Help project technical leadership establish and maintain communication and coordination channels with government offices, local organizations, donors, and others by acting as a liaison with those external parties.
  • Maintain confidential records for the project leadership.
  • Develop and maintain an efficient project technical document and filing system in line with HOVERLA’s project retention policy, develop document templates and ensure adherence to project templates.
  • Liaise with operations or grants teams to ensure the technical team follows all processes and procedures for accessing resources such as requisitions, agreements, and tracking deliverables.
  • Assist technical team in creating internal budgets, scopes of work, and/or concepts for interventions to assist in HOVERLA budget and resource planning.
  • Assist technical team in post award management with contracted vendors and grantees to ensure timely delivery of submission and review of grant documentation.
  • Coordinate with team members on work activities, to meet deadlines, and provide additional support where needed.
  • Other duties assigned by Chief of Party and Deputy Chief of Party.
  • Attend important meetings and take notes/minutes.
  • Assist in ensuring smooth logistics and event organization upon request.
  • Provide adhoc translation and interpretation.
  • Monitor resolutions and orders of the Cabinet of Ministers in the field of local government.

Grants Development and Management

Program Officer will coordinate the development of grant portfolio and implementation of grant activities under Deputy Chief of Party. The Program Officer responsibilities in this regard include:

  • Work with Deputy Chief of Party and technical experts on proactive identification of evolving needs on the ground, aligned with the HOVERLA strategic and Work Plan priorities and on identification of possible grantees.
  • Coordinate development of Deputy Chief of Party grant activities – assure that concept notes and full technical proposals are drafted effectively and timely and submitted to Grants Director for review and delivery to USAID.
  • As required, take the role of Technical Lead on select grants – together with Grant Managers/Officers work with grantee on grant co-design and serve as the focal point for the grantee for all technical/programmatic issues and a lead in the technical implementation and monitoring of grant activities.
  • Ensure timely updates of HOVERLA events and publication calendar and provide written and oral presentation of progress of grant activities and their impact to DAI and USAID, as required.
  • Identify further opportunities from ongoing grant activities.
  • Cultivate, develop, and maintain relationships with Ukrainian governmental and non-governmental organizations and build a network of local partners, continuously assessing their capacity for collaboration on activities within the context of HOVERLA Deputy Chief of Party and its Work Plans.
  • Work with MEL Team to monitor and assess the impact of grant activities through communication with grantees, visits to the field and interviews with participants and beneficiaries of grant activities.

Qualifications

  • Bachelor’s degree and at least six (6) years of relevant experience required.
  • Previous experience working with USAID or other international donor-funded projects or NGOs is a plus.
  • Ability to build effective relationships with clients, peers, and stakeholders.
  • Strong administrative, coordination and organizational skills.
  • Ability to multi-task to meet set deadlines.
  • Fluent Ukrainian and strong English language skills required.
  • Strong computer skills (MS Office suite) required.
