Context

International Institute for Democracy and Electoral Assistance (International IDEA) has a mandate to support democracy worldwide. Since its establishment in 1995, the Institute has sought to fulfil this mandate by incrementally expanding its geographic footprint. Increasing demand for the Institute´s support in countries in Europe, coupled with key developments that have highlighted the weakness of democratic institutions in some European countries, has motivated the Institute to establish a Regional Europe Programme (REP).

The REP has a strategic objective to support democracy in Europe, with an emphasis on Eastern Europe and the Western Balkans. In Ukraine, International IDEA aims to support state and civil society organisations in enhancing the resilience and quality of democratic institutions and processes. Key areas of our engagement relate to electoral processes and political finance, parliamentary strengthening, and promoting the expertise and capacity of civil society organisations to participate in decision-making processes.

International IDEA is currently seeking to recruit a Project Coordinator for Ukraine. While being based in Kyiv, the incumbent will be part of an evolving, larger team of staff to be based in Kyiv and in Brussels with a responsibility to design and implement our multi-faceted Ukraine programme.

The Project Coordinator (PC) will report to the Programme Manager for the Regional Europe Programme. She/he will be an experienced professional with a track record in implementing initiatives in support of democratic governance.

Duties and Responsibilities

  • Tracks, implements and coordinates International IDEA´s ongoing initiatives in the field of elections, parliamentary strengthening, promotion of constitutionalism and other themes of International IDEA’s key area of expertise;
  • When required, delivers thematic interventions at conferences and meetings on areas of expertise relevant to International IDEA’s work; Undertakes other representational functions as delegated by the line manager;
  • Drafts substantive concepts and develops budgets for implementation of project activities;
  • Liaises with International IDEA’s key partners and project stakeholders to ensure timely and effective implementation of projects;
  • Works to secure the engagement of external experts in projects, develops contractual documentation, and tracks the quality of deliverables, in line with International IDEA’s policy and practice;
  • Assisted by the Institute’s travel and other service providers, the incumbent identifies and secures necessary logistical and administrative services for conducting events in Kyiv, Ukraine;
  • Assisted by chosen service providers, facilitates travel to international events and conferences by experts sponsored by International IDEA;
  • Under the supervision of the line manager, supports the development of new projects and fundraising concepts;
  • Regularly monitors and updates the rest of the team on important political and socio-economic developments in Ukraine, in order to inform ongoing programme design and future potential programmatic interventions;
  • Liaises with respective multilateral and bilateral democracy assistance actors active in Ukraine, in order to coordinate the ongoing initiatives, ensure International IDEA’s visibility and identify areas of further support;
  • Supports the monitoring and tracking of the Ukraine programme budget;
  • Contributes to drafting monitoring and implementation reports for quarterly, annual and other reports as requested by the line manager.

General Profile

  • Combines a good knowledge of the state of democracy and governance in Ukraine and the broader region, acquired through academic studies in political science, law, social science or related fields, and the relevant work experience;
  • Supports managing of the assigned projects throughout the project life cycle; Contributes to meetings and discussions;
  • Has experience in working at international organisations working in the field of democracy assistance;
  • Fosters team-based activities in his/her unit; collaborates with other entities of the Institute;
  • Acts as a model and mentor for colleagues;
  • Is expected to travel globally to any geographical area involved in his/her projects;
  • Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
  • Integrates a gender and diversity perspective in all activities.


Reporting line

  • Programme Manager, Regional Europe Programme

Education and Experience

  • University degree in political science, law, international relations, public administration or other related discipline;
  • Minimum of five (5) years of relevant experience in democracy assistance and related fields;
  • Demonstrated experience in results-based report writing;
  • Demonstrated experience in the implementation of projects in the field of democratic governance;
  • Fluency in written and spoken Ukrainian and English is essential.

Terms of Contract:

  • Local Post.
  • Fixed-term appointment for two (2) years.
  • Remuneration – EUR 2 991 per month

Please note as this is a local post, International IDEA will bear no costs relating to the relocation of the selected candidate to the duty station. This position is open to those legally authorized to live and work in Ukraine for the duration of the contract. International IDEA is not able to support work permit applications.
