FHI 360 is currently recruiting for a Senior Program Officer, Supportive and Referral Systems for strengthening HIV testing models in NGOs to work under the USAID-funded Ukraine Community Action for HIV Control project.

Job Description:

Senior Program Officer, Supportive and Referral Systems for strengthening HIV testing models in NGOs will support design and implementation of FHI 360’s technical activities under the USAID-funded Community Action for HIV Control project in Ukraine. This five-year project aims to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing, and linkage to care among key and priority populations. Community Action for HIV Control will improve accessibility, acceptability, equitable coverage and efficiency of HIV services, and will be implemented in close cooperation with the Center for Public Health (Ministry of Health, Ukraine).

Senior Program Officer, Supportive and Referral Systems for strengthening HIV testing models in NGOs will report to the FHI 360 Senior Technical Advisor, HIV Services and provide technical expertise, training/skills development and programmatic support for enhancing the existing differentiated HIV testing and linkage to treatment and care models for key populations and their sexual partners by incorporating optimized supportive services for key populations, improving referral systems of partner NGO. Senior Program Officer, Supportive and Referral Systems for strengthening HIV testing models in NGOs will closely coordinate with other program staff, involved in programmatic support of the NGO partners that implement differentiated service delivery models in HIV testing at the community level in various regions of Ukraine.

Specific Duties:

  • Lead the review of current approaches to provide supportive (health-related; social support; humanitarian and safety needs) services for key and vulnerable to HIV populations at the community level in Ukraine.
  • Lead the review of current approaches to establish working referral systems (health-related; HIV cascade related) services for key and vulnerable to HIV populations at the community level in Ukraine.
  • Work with regional NGO partners on integrating referrals for various non-HIV-related services such as medical, social, psychological, and others, into the comprehensive range of benefits offered to clients.
  • Work with regional NGO partners on establishing and adapting processes and procedures to enhance the internal (within NGO) and external (to a network of other non-governmental and governmental partners) peer-navigation pathways for clients from key and vulnerable populations (with particular focus on incorporating peer navigation into PrEP and MAT services).
  • Work with regional NGO partners on improving the HIVST demand generation through targeted online advertising (for example, on Facebook, Instagram, and other social networks; Telegram, WhatsApp, Viber, and other messengers; context and banner advertising), focusing on building and supporting systems of effective communication between NGO partners and clients from key and vulnerable populations who are active online.
  • Provide technical assistance and training support to reginal NGO partners to respond to index and social network testing areas for improvement.
  • In close coordination with the Capacity Development team, support technical capacity development approaches and activities to strengthen the testing and linkage to care activities, with a focus on models that are efficient, responsive to clients’ needs, and aligned with global best practice, and shifting demographic trends.
  • Contribute to development and submission of technical reports and other deliverables.
  • Develop and maintain relationships with partners in the field, including government officials and community leaders.
  • Liaise with the capacity development and strategic information teams within the project to support partners as one team.

 Minimum Requirements:

  • Master’s in Public Health or similar degree in Social Sciences or substantial working experience (5-8 years) in the HIV prevention public health field in Ukraine.
  • Demonstrated experience designing and implementing HIV/AIDS testing and linkage to care activities, with a focus on key populations and vulnerable populations in Ukraine.
  • Previous experience working with USAID/PEPFAR or GF supported program and organizations working with key and vulnerable populations.
  • Cultural understanding and sensitivity to demands of key and vulnerable populations and an understanding of gender and sexual diversity.
  • Demonstrated ability to perform data analyses and make recommendations based on findings.
  • Demonstrated written, presentation, communication, and organizational skills in English.
  • Ability to travel within country or region and internationally if needed (and if the safety situation and/or current legislation permits).

 Preferred Requirements:

  • In-depth familiarity with Ukraine public health sector and donor-funded programs.
  • Previous experience in developing the capacity of local organizations and stakeholders.
  • Experience working on a PEPFAR-funded or other donor project pertaining to HIV/AIDS service delivery (particularly HIV testing).
  • Knowledge of the differentiated service delivery in HIV prevention, treatment.

Duration of Assignment:

The duration of the USAID Ukraine Community Action project is 5 years, effective July 2021.
