Ukraine Community Action for HIV Control is a project funded by the United States Agency for International Development (USAID) which aims to accelerate Ukraine’s effort to achieve epidemic control by 2030 through improved prevention, testing, and linkage to care among key and priority populations.  Community Action’s four objectives are:

  1. Strengthen existing HIV package with differentiated service delivery models for prevention, testing, and linkage to care with flexibility to serve clients’ needs depending on shifting demographic trends.
  2. Strengthen the capacity of community-based organizations to implement and sustain differentiated HIV service delivery models based on the needs of key populations and priority populations through civil society engagement and community empowerment.
  3. Introduce an enabling policy environment to enhance access to rights-oriented and client-centered HIV services for key populations.
  4. Restore access to essential health services at community level in priority oblasts to mitigate morbidity and mortality due to emerging war-related health conditions and interrupted access to health services.

Community Action is a five-year project led by a consortium partnership comprised of Pact International, as the prime award holder, with FHI 360 and AIDS-Foundation East-West (AFEW) as technical partners. Community Action works with and strengthens Ukrainian non-governmental organizations (NGOs) and community-based organizations (CBOs) to implement activities supporting the above-mentioned objectives.

Position Summary

The Program Officer, Community HIV Testing and Linkage Models Implementation Support will collaborate closely with regional NGO and CBO partners to facilitate the implementation of activities within developed differentiated service delivery (DSD) models for HIV testing and linkage to HIV treatment and care. DSD models focused on HIV testing services also include services such as screening and referrals for priority diseases, identifying and responding to the clients’ humanitarian needs, GBV prevention, mental health, and psychological services.

The Program Officer will be responsible for overseeing the programmatic implementation of DSD models, ensuring compliance, analyzing information relevant to the implementation, and providing programmatic support to regional NGO and CBO partners during the DSD models implementation process. Responsibilities will include providing technical assistance and conducting monitoring visits, as well as reviewing and analyzing of programmatic deliverables from NGO and CBO partners, and other duties as assigned. This position reports to the Technical Advisor, NGO Support. 

Essential Duties and Responsibilities: 

  • Support NGO and CBO partners in implementing activities within DSD models and assist in updating and revising the models based on their previous results.
  • Ensure timely implementation of the program activities, and monitor project progress against work plans. Tracks performance against project timelines, objectives, and deliverables.
  • Review and contribute to work plans; provide support to the project by writing and/or reviewing reports on a quarterly basis.
  • Support ongoing communication with NGO and CBO partners regarding programmatic issues, the implementation of the supported activities at the regional level.
  • Conduct visits to the regions to monitor and provide technical assistance to  NGO and CBO partners.
  • Participate in the process of reviewing and evaluating proposals through open competitions to select NGO and CBO partners.
  • Alongside other colleagues from the project, coordinate the provision of specific technical assistance and training support to NGO and CBO partners.
  • Contribute to the development of materials and processes for specific areas/topics identified as needed for NGO and CBO partners.
  • Perform other relevant duties as assigned by the supervisor.

 Minimum Requirements:

  • Bachelor’s degree in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences, International Development, Human Development or related field is required. Master’s Degree or international equivalent preferred.
  • Minimum 3 years of relevant experience in non-governmental program management is required; experience with US Government rules and regulations is a plus.
  • Experience working with civil society organizations on programmatic reporting and compliance for HIV and/or health-related activities is required.
  • Experience of proactively identifying risk, addressing issues, and appropriately communicating these as needed is required.
  • Demonstrated experience in establishing strong working relationships with colleagues from different organizations and cultures.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.
  • Proficiency in English, Ukrainian is required.

Willingness to travel within the country or region and internationally if needed and when safety conditions permit.

Preferred Requirements:

  • Prior work experience with USAID funded programs is preferred; HIV/KP-focused programs is a plus.
  • Prior work experience in HIV testing programs/projects is a plus.
  • Basic understanding of data analytics/public health data analysis (working with spreadsheets, reading, and understanding graphs and tables) is a plus.

Duration of Assignment:

The duration of the USAID Ukraine Community Action project is 5 years, effective July 2021.
