Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Strengthening State and Municipal Emergency Management in Ukraine” to fill the position:
Project Coordinator (full-time, Kyiv)
(internal SAP code: Project Manager)
The project’s objectives are to strengthen state and municipal actors in Ukrainian emergency management to make sure the partners can continue supporting Ukrainian civil society with fire protection, technical relief, and emergency measures of all kinds and at the same time develop new skills and strategies – especially under war or post-war conditions. Procurement, consultancy, and human capacity development are the instruments of international cooperation implemented with this project. Applicants must be aware of the high visibility of the project activities as there will be very quick and direct impacts. The project does not deliver humanitarian aid but various impulses to sustainably improve resilience and competences of our partners. Therefore, we are looking for team members with a good understanding of the emergency management system in Ukraine and its actors.
Responsibilities:
The Project Coordinator:
- Prepares activities with Ukrainian State Agency for emergency management DSNS and monitors the implementation process.
- Coordinates the cooperation with DSNS and international short-term experts.
- prepares, implements, and documents training events, workshops, study tours, forums and other activities independently.
- Controls and approves expenses for those activities in accordance with the prevailing provisions.
- Assists national and international advisers in carrying out their work.
- Develops action plans incl. prorated budgeting for tasks assigned to her/him.
- Monitors the budget according to the action plan and the target set by the project director.
Required qualifications, competences, and experience:
- University degree in an area that is related to the project/programme objectives, with a focus on a relevant field.
- Knowledge in the fields of emergency management, humanitarian aid, disaster management, firefighting, peace and security is an advantage.
- At least 5 years professional experience in a comparable position
- Native speaker of Ukrainian language. Excellent command of English language. Knowledge of German language is an asset.
- Experienced to work in an international team.
- Strong managerial and organisational competence
- Willingness to travel regularly within the Ukraine.
- Good self-organisation skills
- Customer and service-oriented attitude
- Willingness to up skill as required by the tasks to be performed.
- Ability to work under pressure.
Other knowledge, additional competences
- Very good working knowledge of EDP/ computer applications (min. MS Office, incl. Excel).
- Very good knowledge of objectives and methods of context- and conflict sensitivity (e.g., Do-No-Harm approach), gender-sensitivity, and participatory approaches to project work.
- Knowledge of approaches to capacity development (e.g., training experience) and organisation development.
- Knowledge of German bilateral development cooperation is an asset.
Personal competences
- Strong organisational, planning, and time management competences.
- Good communication and presentation skills.
- Capability to work flexibly and independently, without direct supervision or encouragement, also under pressure with tight deadlines.
- Ability to work in a team and with people of different backgrounds.
- Willingness to further develop own skills and capacities.

Employment conditions:
