The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.
The USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. USAID ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. USAID ESP is currently in the fifth year of implementation and will run through June 2025.

Background
ESP is assisting the Government of Ukraine (GoU), the Ukraine’s national regulatory authority (NRA) in the energy sector entitled the National Energy and Utilities Regulatory Commission (NEURC), as well as all other relevant public stakeholders to establish and properly implement competitive energy markets in compliance with the European Union (EU) energy legislation (acquis), thereby enabling Ukraine to facilitate private sector-led energy investments, achieve the country’s clean energy and climate goals, and provide secure, sustainable, reliable and affordable energy for all Ukrainians.
Position Summary
USAID ESP is looking for a Senior Municipal Energy Policy Advisor, who will be assisting the Ministry of Infrastructure of Ukraine in formulating and implementing heat sector reforms, more specifically, on elements provided below. The Senior Municipal Energy Policy Advisor will assist municipal authorities and local utilities, with which USAID ESP has established partnership collaboration, in implementation of heat sector reforms. This is a long-term full-time position for the period of 1 year with the possibility of extension, based in Kyiv office, with occasional business travel. The position will be reporting to ESP’s District Heating Team Lead.
Main Responsibilities
- Support development of Heat Sector Model under long time span, and present it to GOU, stakeholders, partners;
- Support work on strategic policy documents, such as revision of the Concept of Realization of State Policy in Districting Heating, support development of Concept of State Financial Program, and other strategy level documents;
- Development and advocacy of small and medium cogeneration and related policy, legal, regulatory improvements to facilitate development of this kind of distributed generation and utilization heating systems as the basis to power local critical infrastructures;
- Support drafting legal, normative acts in the field;
- Leading role in drafting policy papers, analytical reports;
- Contribution to stakeholder mobilization, discussions;
- Support in organization of conferences, workshops, trainings targeting the heat, municipal energy planning issues;
- Support project activities towards procurement of materials, services for ESP local partners;
- Other tasks, as needed, to implement Heat Team responsibilities.
Qualifications
- A master’s degree or equivalent in public administration, municipal governance, economics, energy policy, related fields;
- 5 years of experience of work in municipal energy policy making, energy governance, energy reform institutions, organizations;
- Demonstrated experience in working with high level stakeholders including senior government counterparts in the field;
- Demonstrated extensive experience in working with local stakeholders at municipal level, regional level;
- Demonstrated experience in analysis and writing on complex topics in the field;
- Experience in drafting legislation, drafting normative acts, drafting strategic level documents for policy making ministry in the field;
- 20 years overall experience in municipal administration, municipal energy, communal services;
- Languages: proficiency in English (written, read, spoken, and heard) and Ukrainian.
- Proficient in office computer applications (Microsoft Word, Outlook, Excel, PowerPoint, etc.).
