Deloitte is seeking a qualified candidate for the USAID State-Owned Enterprises Reform Activity in Ukraine (Ukraine SOERA) to serve as a Land Use/Registration Consultant supporting the creation of a Land Bank at the State Property Fund of Ukraine.

Project Background and Summary:

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improving governance and oversight, advancing privatization of selected SOEs, and developing a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity will include:

1. State Property Transfer
2. State Property Management
3. Individual SOE Support
4. Subnational Property Management
5. Improving Corporate Governance and Management of SOEs.
6. Providing Emergency Response and Recovery Preparation Technical Assistance to the GoU and SOEs

Objective:

The State Property Fund of Ukraine has embarked on an ambitious program of leasing state agricultural land. Land currently held by state-owned agricultural enterprises will be transferred to other newly created SOEs to be managed by the SPFU.  These SOEs will be corporatized into limited liability companies that are being set up for the purpose of managing and leasing land.  SOERA will provide support to analyze existing land-related data, identify and prioritize land plots for the transfer to the SOE created for leasing agricultural land, prepare the registration of property rights, create a land plot database and map land plots, corporatize those landholding SOEs into limited liability companies, and launch transparent lease auctions of the land plots.  As of June 2023, the SPFU was managing 189 agricultural SOEs with a total are of 270,000 ha and approximately 3,500 land plots. The consultant will report administratively to the SOERA Program leadership.

Responsibilities:

• Verify existing primary land documents, including registration, history of transfer, and encumbrances
• Compile lists of unregistered land plots of SOEs
• Verify land use based on the State Land Cadastre data and comparison with open cartographic sources
• Identify discrepancies between the State Land Cadastre and State Register of Property Rights to Immovable Property
• Consult on registration of property rights and registration documents
• Analyze and prioritize land plots for land auctions
• Assemble and organize information for creation of a land plot data base
• Consult on land management issues
• Analyze and provide advice on the pooling of land plots for lease at auction and the division of land plots for optimization of auction lots
• Communicate project status and progress to SOERA and the SPFU management, providing regular updates on key milestones and metrics
• Develop and maintain project documentation

Position Requirements:

• Bachelor’s and/or Master’s degree
• At least 5 years of experience in land management, cartography, and cadastre matters
• Interest in technical assistance work is preferred
• Experience in conducting land audits
• Land development engineer certificate
• Fluent written and oral Ukrainian and English
• Excellent planning and time management skills
• Experience in cooperation with governmental organizations
• Basic project management skills
• Experience working with geoinformation software
• Ability to work well in a team
• Experience in working with SOEs and land plots of more than 100 hectares
• Familiarity with Ukrainian land legislation
