DAI is seeking highly qualified candidates for Communications Consultant/STTA role to join USAID Governance and Local Accountability (HOVERLA) Activity remote/offline. Interested candidates should submit their application through the following portal:

Project Background
DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.
The Activity has three objectives:
- Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective.
- Objective 2: More self-reliant subnational governance.
- Objective 3: Citizens play an increasingly influential role in local governance processes.
Position Overview
The overall goal of this assignment is to provide communication support to the Ministry for Communities, Territories and Infrastructure Development (MCTID) and HOVERLA experts in order to increase public awareness on existing cooperation, top-agenda issues (ex. Law #2923-IX “On compensation”). The Consultant will support activities of all components and sectors in communication channels and events, working with local partners and key stakeholders, including local communities, government agencies, businesses, and mass media. This position requires excellent skills in writing, communication, event organization and working with media. We are looking for a team member who is not afraid to take on responsibility, take the initiative and be creative.
Duties and Responsibilities
Under the direct supervision of the HOVERLA Communication Director, the Consultant will carry out the following activities:
- Work closely with the HOVERLA and MCTID representatives on development and further implementation of relevant communication strategy.
- Cooperate with HOVERLA Grantees to ensure effective and resultative implementation of approved communication strategy.
- Organize relevant media events (press-conferences, briefings, round tables, etc.)
- Develop and ensure further dissemination of informational materials (press releases, news articles, etc.)
- Identify news outlets and develop relevant informational materials and media content.
- Development of message boxes.
- Develop up to 3 media partnerships with national and regional media.
- Develop and publish up to 50 publications based on the content developed under communication strategy.
- Identify and develop at least 3 success stories covering work of the Ministry.
- Develop and implement up to 3 concepts of media projects for HOVERLA and MCTID.
- Provide MCTID and HOVERLA experts with informational materials, manuals and leaflets developed by experts/grantees and/or vendors – up to 10 materials.
- Development of one-pagers and infographics for MCTID and/or HOVERLA – up to 20 materials.
Deliverables: The deliverables of the assignment include the following:

Reporting
The Communications Consultant will work under the supervision of HOVERLA Communication Director. The Consultant will provide reports upon completion of the deliverables.
To ensure the delivery of the above tasks, the Consultant will:
- Liaise and ensure constant communication/coordination with HOVERLA Project regarding all aspects of the assignment.
- Submit all the deliverables for review, comments and approval to HOVERLA as requested.
Hold consultations with HOVERLA Project as requested.
Qualifications
- Bachelor’s degree in journalism, PR, languages, communications or in a related field; master’s degree is an asset.
- At least 3-5 years of professional experience in communications, media relations.
- Experience in communications of the reform sphere in Ukraine is beneficial.
- Experience with event management or communications for USAID or other international donor-funded programs is a bonus.
- Experience in working with grantees is a bonus.
- Proficiency with MS Office (Word and Power Point); graphic arts and/or desktop publishing software is a plus.
- Native Ukrainian and excellent command of English; solid skills in writing and editing English and Ukrainian content for various channels.
- Knowledge of the Ukrainian government’s decentralization reform agenda and developments is a plus.
