POSITION SUMMARY:
HIAS Ukraine seeks to recruit an Economic Inclusion Coordinator who will oversee the overall implementation and strategy of the Economic Inclusion & Integration program objectives of the organization. The position holder is responsible for leading project cycle management, proposal development and program strategy – ensuring the successful implementation and completion of all activities, relevance and responsiveness of the activities to priority humanitarian needs in the assigned areas of operation. Moreover, the EI Coordinator will hold accountability for the overall implementation of the Economic Inclusion, whether implemented by partners or by HIAS directly.

ESSENTIAL FUNCTIONS:
Programming
- Provide leadership, technical management, and strategic direction for HIAS Ukraine’s Economic Inclusion programming.
- Contribute to designing, planning, and implementing Economic Inclusion (Livelihoods) activities, which, include, but not limited to trainings on relevant topics, financial education, poverty alleviation programs, worker’s rights, access to finance, wage and self-employment support.
- Contribute to the development of concept notes, and fundraising proposals as needed.
- Lead the identification of strong local partners and potential program synergies to develop for future opportunities.
- Oversee relevant projects ensuring timely and effective completion (both direct and indirect implementation).
- Uphold the highest standard of confidentiality when managing records to ensure participants’ dignity and privacy.
- Ensure that key learnings during project implementation are captured and used in future project design.
Reporting:
- Lead the production of quality and timely reports on program activities as required (internal and external).
- Provide regular reports to the Program Director, including accurate figures of distributions/referrals done and challenges encountered, in the agreed format.
- Contribute to the development of proposals and concept notes with fundraising purposes, for the Economic Inclusion piece.
- Verify that all project documents are available, accurate, and archived in soft and hard copy according to HIAS procedures.
Representation and coordination:
- Develop, coordinate and strengthen relationships with local partners, stakeholders and communities in order to maintain trust in HIAS’s professional standard and quality of work among all stakeholders.
- Represent HIAS externally at all required levels in relation to Economic Inclusion project activities, and coordination fora with other agencies.
- Ensure coordination with other INGOs, government bodies in the implementation of the programs.
- Foster coordination spaces with technical team in Economic Inclusion to make sure overall programming is aligned with HIAS standards.
- Ensure close collaboration with HIAS technical departments (GBV, MHPSS, Finance, Operations) for comprehensive holistic programming.
- Advocate with private sector companies on the economic inclusion of HIAS’ clients.
Operations and Budget Management
- Contribute to the effective implementation of operations support activities related to Economic Inclusion programming, including related to administration, finance, and logistics, to ensure smooth and accountable project implementation.
- Provide inputs to ensure effective and efficient utilization of Economic Inclusion program resources through monitoring and tracking of expenditures against budgets.
Staff management, training & Capacity development:
- Provide proper guide and supervision to the team and HIAS Ukraine implementing partners.
- Contribute to the timely performance & development management measures for the Economic Inclusion program staff, including appraisals and remedial actions.
- Coordinate with HQ technical team on program implementation, training, best practices and any other aspect related topic that might affect the minimum standards set for Economic Inclusion and CVA programming.
QUALIFICATIONS & REQUIREMENTS:
- Bachelor’s Degree in economics, Social Sciences, International development, or other relevant fields. Master preferred.
- Minimum 3 years of work experience in humanitarian settings or Economic Inclusion programming .
- Advisable to have previous experience, particularly on employability programs for vulnerable population
- Experience preparing successful funding proposals and reports for donors.
- Experience implementing Economic Inclusion. Knowledge of Livelihoods with a gender lens will be a plus.
- Excellent communication and strong influencing skills.
- A high level of written and spoken English.
