SUMMARY:
Eurasia Foundation (EF) is seeking a qualified candidate to serve as a Municipal Utility Expert (Expert) within the Projects Steering Office (ProSteer) at the Ministry of Communities, Territories and Infrastructure Development of Ukraine (MCTID), also known as the Ministry of Restoration (MoR). The Expert will provide consultations, technical assistance, and advice on utility reconstruction, modernization, and restoration. The Expert will also coordinate and support communications between representatives of the Ministry for Restoration (MoR), other Government of Ukraine (GOU) entities, international donors, and international financial institutions (IFIs).
DUTIES AND RESPONSIBILITIES:
- Communicate with relevant Ukrainian stakeholders on issues related to public (municipal) utilities to support the renovation, reconstruction, and modernization process.
- Communicate with donors and IFIs to meet the needs of public utility providers (e.g., water sanitation, heating, and waste management suppliers).
- Participate in meetings and consultations between donors/IFIs and final beneficiaries regarding public utilities’ emergency needs.
- Perform early technical/economic evaluation of planned regulatory and legislative policies that may impact the functioning or restoration of municipal utilities.
- Monitor ongoing and upcoming donor/IFI interventions directly or indirectly linked to the functioning and modernization of municipal utilities’ infrastructure.
- Develop and maintain a database of municipality-funded projects (both active and planned) aimed at improving the restoration of public utilities.
- Provide consultations and broader support to the MoR on donor/IFI projects dedicated to the renovation, reconstruction, and modernization of public utilities at the national and regional level, as well as other activities as assigned by the ProSteer Office Coordinator.
- Assist with reviewing utility sector strategies, as well as preparing drafts of relevant legal acts to be adopted by Parliament, the Cabinet Ministers of Ukraine (CMU), or other governmental authorities or agencies.
- Analyze financing opportunities available for Ukrainian municipal utilities from banks, investment organizations, international financial organizations (IFOs), and donors; develop and maintain a database of available financing sources for Ukrainian utilities.
- Communicate with utility customers (e.g., condominiums) regarding the issues that they have with utility providers.
SAMPLE DELIVERABLES:
The Expert will maintain a record of deliverables and prepare a monthly progress report summarizing activities and results. Examples of deliverables may include, but are not limited to:
- Recommendations on how to optimize legislation and regulations pertaining to the modernization and reconstruction of utilities.
- Evaluation reports on proposed draft legislation and regulation changes in the sphere of energy, municipal utilities, condominiums, and related spheres.
- Analysis of the impact of state and local financial support instruments on improving municipal utilities and buildings’ energy performance.
- Stakeholder position coordination report within the context of utility modernization and restoration
- Monthly progress reports.
MINIMUM REQUIREMENTS:
- Master’s degree in energy or any other relevant technical/engineering degree. An additional degree in economics/finance is an advantage.
- Minimum 5 years of experience working on utility-scale energy projects, district heating utilities, or other municipal utilities in senior management roles.
- Extensive experience working with condominiums and apartment buildings.
- Deep understanding of the technical and economic aspects of how utility services function at the municipal level in the Ukrainian context.
- Solid practical experience in solving financial and technical issues between municipalities, utility providers, condominiums, and other customers.
- Deep understanding of the energy industry’s (i.e., electricity, heat, gas sectors’) technical and economic aspects.
- Experience with completing applications for obtaining licenses from the National Energy and Utilities Regulatory Commission (NEURC).
- Solid understanding of governmental energy industry and utility regulations as well as key policy trends.
- Solid understanding of the fundamentals of sustainable development principles and the circular economy.
- Ability to work well independently and with a team.
- Excellent interpersonal, written, and verbal communication skills.
- Detail-oriented with strong organization and prioritization skills.
- Experience with developing or supporting government policy reform communications and associated stakeholder relations.
- Demonstrated understanding of Ukraine’s restoration and reconstruction needs.
PREFERRED QUALIFICATIONS:
- Practical experience in developing feasibility studies, financial plans, or business plans for commercial utility-scale energy projects.
- Experience in developing renewable energy projects.
- Experience working with national and local authorities in the sphere of energy efficiency.
- Experience in the investments/financial sector.
- Experience with designing credit applications and strategies for private businesses and local utilities.
- Experience in designing local or national publicly funded energy-efficiency programs.
- Familiarity with Ukrainian politics and economics, including knowledge of relevant key institutions.
