JOB DESCRIPTION

The Opportunity

The Good Governance Fund (GGF) Lot 2A is a Technical Assistance Facility (TAF) funded by the UK, which will provide the detailed design and delivery of tailored technical assistance and capacity building projects primarily operates in Ukraine; However, GGF could cover other countries in the region such as Georgia, Moldova, and Armenia upon FCDO’s decision.  Program priorities and Duty statement will be expanded to other countries as well when FCDO extends its geographic coverage.   

The focus areas of the GGF, including Lot 2A are: 

1. Reform to the regulation of the business environment and economic governance, to support alignment with international standards and promote broad-based economic growth and job creation, including through small- and medium-sized enterprise development and attraction of foreign direct investment.

2. Institutional capacity building to develop more effective governance, public administration, and management of public finances, in order that governments in target countries become increasingly accountable and responsive to the needs of citizens.

3. Anti-corruption measures and judicial reform to strengthen the rule of law, reduce opportunities for corruption and increase the capacity of countries to address corruption when it does occur.

4. Modernisation of key sectors (such as energy, banking) and reform of state-owned enterprises to support transition to market-driven, modern economies.

5. Stronger and more independent media and civil society to ensure that the public can engage in active, informed debate and to enable governments to effectively communicate the benefits of reforms to its citizens

The TAF’s role will be to respond to concept notes received from the Portfolio Management Unit (PMU), by designing projects. Once the TAF designs the project, the TAF will re-submit the design to the PMU for approval. Once the PMU approves them, the TAF will then implement the project.

The Programme Lead will ensure the successful design and delivery of the GGF project portfolio, working with delivery partners to ensure design and delivery of agreed deliverables and key results are developed and implemented. The Programme Lead will build relationships and collaborate with the reform owners and PMU on project design and delivery issues. They supervise the performance of Programme Unit.

Core Responsibilities

Management

  • Manage performance of the Programme Unit to ensure they are providing high quality leadership to the rest of the team. 
  • Map and plan for risk, particularly periods of high demand.
  • Take part in periodic reviews of the programme, to ensure continual improvement across its lifetime.
  • Support the Team Leader in a leadership capacity, including filling-in when the Team Leader is away.

Project Design

  • Hold ultimate responsibility for the management and quality of designed project deliverables.
  • Manage a pipeline of expected projects based on constant communication with PMU.
  • Provide technical leadership in the design of projects.
  • Conduct quality assurance of project designs.
  • Manage the assigned projects ensuring adherence to programme specific procedures, tools and templates issued by PMU.
  • Provide technical assistance in the assigned projects in relation to conflict sensitivity, VfM and GESI and other applicable competences, if needed.

Project Delivery

  • Supervise performance of project delivery partners.
  • Manage delivery of individual projects as well as manage project portfolio level related tasks.
  • Conduct data collection and analysis, contribute to developing programme level and project level reports.
  • In coordination with the MEL Manager and Team Leader, manage the development of various programme reports (Quarterly Reports, Annual Report, reports for PMU, Embassy and FCDO).
  • In cooperation with the MEL specialist and Operations Unit manage all stages of project delivery and work with delivery partners on timely conclusion of all project obligations including final reporting.
  • Cooperate with PMU to ensure preparation of timely responses as well as submission of deliverables.
  • Familiarise themselves with the project subject matter, political economy, and key stakeholders to the extent possible in order to support effective project design and project delivery.
  • Work closely with the Operations Unit on assisting in projects management from admin/finance side (including engagement in Projects Budget Forecast, projects finance reports, Due Diligence etc.).
  • Contribute to promoting equality and social inclusion on a programme and operations level and ensure that projects are following the principles of conflict sensitivity.

What We Value

  • Relevant professional training in design and project management.
  • At least 7 years of relevant work experience including work in donor funded development projects, preferably with FCDO-funded projects.
  • Proven experience in designing and budgeting donor funded projects.
  • Strong expertise in building and managing relationships with high level stakeholders from government, civil society and donors.
  • Proven track record in contributing to large scale programmes.
  • Experience of overseeing financial management functions and work planning.
  • Experience of negotiating, conducting due diligence and managing organisational partners and consultants.
  • Experience of contributing to high quality donor reporting.
  • Experience in managing stakeholders from government, civil society and donors.       
  • Excellent communication skills, including strong presentation and facilitation skills.
  • Excellent written and spoken English and Ukrainian skills.
