Механізм підтримки фахівців для реформ шукає кандидатів на заміщення позицій експертів у Проектному офісі з питань реформування надання адміністративних послуг, створення якого ініційовано Міністерством економічного розвитку та торгівлі і проектом «Експертна підтримка врядування та економічного розвитку» (ЕДЖЕ). Within the framework of reforms under the Strategy 2020, the National Reforms Council and line Ministries are working on implementation of deregulation, decentralization and public administration reforms. These reforms are covering the reform of administrative services (AS).
MEDT and EDGE (the Expert Deployment for Governance and Economic Growth Project is a responsive initiative designed to resolve some of the most pressing issues in governance reform and development in Ukraine) have agreed to establish an Administrative Services Office (ASO) that will act as an independent donor-funded nongovernment office with certain mandate from the MEDT to coordinate and support the administrative services reform conducted by numerous stakeholders. The office will be supervised by the Steering Committee to plan, implement, communicate and coordinate multiple stakeholders of the administrative services reform.
Based on the reform framework, it is planned that ASO will cover three sectors:
1. Administrative services and procedures
2. Centers for administrative services
3. E-services
Professionals for Reform Support Mechanism (PRSM) provides human resource support to critical reform initiatives undertaken by national governmental agencies.
PRSM is currently seeking candidates to fill the following expert positions for the Administrative Services Office (ASO) initiative:
Team Leader – Setting-up the office, leading and developing a team of experts, reporting and financial management, planning and coordinating administrative service reform activities, creating and developing coordination platforms for reform stakeholders, leading the ASO to reaching key deliverables related to reform of administrative services and procedures, increasing efficiency of administrative services centers, developing E-services
Sector Leads – strategic planning of the reform’s sectors, coordination of reform stakeholders’ activities, designing and implementing activities related to reaching reform’s goals
Project managers – research of sector’s legislation and business processes, preparing guidelines and recommendations, creating tools and products related to the reform
Capacity building expert – planning and leading capacity building activities, contribution to preparing guidelines and learning materials
Back office and support administrator – office administration, contracting, communication support
