Chemonics International, a global consulting and international development firm, seeks a Workforce Development Specialist, long-term position, for the USAID-funded Competitive Economy Program (CEP). CEP is a seven-year program to increase the competitiveness of startups and small and medium-sized enterprises (SMEs) in Ukraine, as well as to increase the competitiveness of Ukrainian products in foreign markets, through a combined focus on improving Ukraine’s business enabling environment, increasing private sector competitiveness, increasing access to finance and investments, promoting exports, and facilitating trade. 

In cooperation with all project teams, the Workforce Development Specialist (Specialist) is responsible for implementation and oversight of project activities relating to workforce development including training and re-skilling, professional training programs, training programs for “switchers,” vocational training programs, for Ukrainian SMEs and Government. Under the leadership of the Senior Workforce Development Manager, and consistent with CEP’s approved annual work plan, the Specialist will work across CEP-supported value chains and in cooperation with CEP personnel across implementation areas to ensure workforce development activities are in line with Program priorities and best practice as well as the needs and expectations of government counterparts, private sector stakeholders, and USAID regulations, with a special focus on how such workforce development activities (including training and re-skilling) result in job placements. The Specialist will regularly confer with CEP management, technical specialists, and operations team members to provide support that contributes to improving the business-enabling environment, access to finance and investments, support for SMEs in a wide range of sectors, export promotion, and trade, as well as with communications and operations staff to proactively coordinate the successful implementation of workforce development activities (including training and re-skilling). The Specialist will ensure that workforce activities are successfully implemented, responsive to emerging opportunities and needs, and sustainable. The Specialist will also provide technical assistance and support of recruitment of short-term technical assistance in cooperation with the Operations Team; cooperate with the Grants Team to develop new and oversee existent grants activities and programs, monitor their implementation, and report of progress achieved; and tracking performance indicators in cooperation with the Monitoring, Evaluation and Learning (MEL) Team.

The Workforce Development Specialist’s responsibilities will include, but are not limited to, the following: 

  • Coordinate implementation of workforce development activities (including training and re-skilling) as defined in the approved annual work plan or its revisions, grant agreements and subcontracts, or as otherwise required.
  • Identify, engage, and coordinate workforce development partnerships.
  • Prepare technical scopes of work for short-term consultants, develop requests for applications (RFA) to award grants, and requests for proposals (RFP) to award subcontracts, coordinate and oversee assignments of consultants, grantees, and subcontractors relating to workforce development.
  • Maintain technical quality control for all assigned areas of training and re-skilling-related work, including design and implementation of training curricula, and development of a cohesive, integrated and sustainable training system.
  • Ensure that the performance targets and deliverables relating to workforce development (including the training and re-skilling), as defined in annual work plans or otherwise agreed, are completed in a timely and cost-effective manner, and that they meet high-quality standards.
  • Assess training methods and the results of trainings and re-skilling programs, and lead in making improvements.
  • Coordinate with various project and external teams, including logistical issues, to ensure smooth implementation of workforce development programs (including training and re-skilling)
  • Coordinate regularly with government counterpart representatives, including municipal representatives, and private sector stakeholders during oversight and implementation of workforce development programs.
  • Coordinate with other USAID and donor-funded projects to support improved cooperation and knowledge sharing relating to training and re-skilling programs.
  • Provide input to CEP’s annual work plans; monitoring, evaluation, and learning (MEL) plans and activities; and daily, weekly, quarterly, and annual reporting and planning.
  • Travel and provide regional monitoring visits to support and/or report on project activities if feasible and when determined to be safe.
  • Liaise with assigned grantees to ensure compliance with all terms of their respective grant agreements.
  • Other duties as assigned by the Senior Workforce Development Manager or as delegated.

The ideal candidate will combine project management and technical skills. Required and/or preferred qualifications for the Specialist position include:

  • Bachelor’s degree in a relevant field related to leading education and training programs, international relations/development or comparable level of experience, required.
  • At least 3 years of demonstrated project management experience.
  • At least 1 year of relevant work experience required, with demonstrated knowledge and skills in education and training.
  • Experience working with USAID programs or other international donor-funded programs is highly preferred.
  • Demonstrated knowledge and capacity to coordinate training and re-skilling activities in cooperation with the Government of Ukraine and private sector stakeholders required.
  • Advanced written and oral communication skills for working in Ukrainian and English required.
  • Ability to prioritize and manage multiple tasks with appropriate problem-solving skills.
  • Demonstrated versatility and integrity.
