Since 1994, IFES has played a significant role in promoting electoral, administrative and legal reform in Ukraine. In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women, representatives of national minorities and persons with disabilities.
IFES is seeking qualified applicants for the position of Senior Project Officer
Senior Project Officer will exercise leadership in the design and implementation of activities within the Digital Transformation section under the supervision of the IFES Digital Transformation Advisor.
MAJOR DUTIES AND RESPONSIBILITIES:
- Lead on the design and development of activities in the areas of improving the legal framework of elections cybersecurity and digital transformation due to the IFES program needs, consulting key government and non-governmental stakeholders on approaches related to elections digital transformation, e-governance, cybersecurity, and new electoral technologies such as results management systems and Internet voting in both English and Ukrainian;
- Lead on the development of cybersecurity and digital transformation activities in accordance with the programmatic budget, and performance plans in close co-ordination and collaboration with the Digital Transformation team, IFES senior staff, beneficiaries, local partners, and stakeholders. Suggest priorities and adjustments to the work plan and design of activities;
- Contribute to the development and implementation of a sustainable project management cycle based on implementation standards and guidance from the IFES’s Digital Transformation Advisor
- Advice on the primary technical input related to cybersecurity and digital transformation in elections during the development, review and finalization of various documents;
- Collaborate with HQ with a view of developments in cybersecurity and digital transformation in a local and global context, and advise on actions, legislation, and policy development;
- Support the development by the Digital Team Staff relevant procurements in accordance with regulations, procedures and donor requirements;
- Provide advice to the team and stakeholders on improving the visibility of IFES Ukraine by representing the organization at various public activities;
- Training of staff on evolving cybersecurity and technology solutions for elections;
- Contribute to and review regular programmatic reports to donors and IFES Headquarters, project activities assessments and analysis efforts, reporting, and briefings on digital transformation and cybersecurity issues;
- Support planning international and domestic public events, discussions, conferences, and round-tables in close cooperation with Digital Transformation Advisor, Head of Programs, and IFES Senior staff;
- Other duties as assigned.
SKILLS and SPECIFICATIONS
- The ability to remain highly organized while handling multiple tasks under tight deadlines;

EDUCATION and QUALIFICATIONS
- Bachelor’s Degree in relevant field, Master’s degree preferred;
- Minimum of six years of relevant working experience;
- Demonstrated professional experience and knowledge in the thematic area of technologies in elections and cybersecurity strengthening efforts in Ukraine;
- Proven experience managing donors-funded technical assistance projects;
- Proficiency in Word, Power Point, Outlook and Excel;
- Strong interpersonal, presentation, and communications skills.
LANGUAGE SKILLS: Fluency in English and Ukrainian languages is required.
TRAVEL: Travel may be required.
This position is based in Kyiv and the incumbent will be expected to work on-site.
