Position Title: National Programme Officer (Gender and Diversity)

Duty Station: Kyiv, Ukraine

Classification: National Officer, Grade NO-A

Type of Appointment: Fixed-term, one year with possibility of Extension

Estimated Start Date: As soon as possible

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Programme Officer (PSEA)  and in coordination with the National Programme Officer (PSEA), the postholder will be responsible for the implementation of IOM Ukraine Gender Action Plan, and for contributing as well as taking the lead when needed – to the integration of gender-related aspects into programming and project development, as well as to the development and dissemination of information related to gender in the workplace.

Core Functions / Responsibilities:

  1. Coordinate the delivery and organization of gender-related capacity building (e.g. trainings, workshops, sensitisations) for IOM staff and related personnel, as well as for implementing partners, contractors and other stakeholders;
  2. Participate and provide technical input in the relevant coordination structures;
  3. Establish relationships with civil society organizations that promote gender equality and support diverse SOGIESC;
  4. Contribute to resource mobilisation and donor reporting in the mission, including through input and technical guidance for gender integration in project proposals, and summaries on gender-related activities delivered;
  5. Contribute and advise on the collection and use of gender-related data to inform programming;
  6. Assess and advise on barriers, challenges, opportunities and dynamics related to gender equality in the context of IOM’s programming and workplace culture;
  7. Provide support to programme staff to mainstream gender in the implementation of activities, including through recommendations and technical guidance;
  8. Support updating IOM’s internal information on evidence related to gender dynamics, norms, roles and challenges in Ukraine;
  9. Engage beneficiaries or potential beneficiaries on issues related to PSEAH and/or gender, including through focus groups;
  10. Contribute as needed to the activities dedicated to the Prevention of Sexual Abuse and Exploitation and Sexual Harassment (PSEAH) in the mission;
  11. Undertake duty travel as required;
  12. Perform other related duties as assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Social Sciences, Political Sciences, Development Studies, Migration Studies, Human Rights, Law or related field with two years of relevant professional experience OR
  • Master’s degree Social Sciences, Political Sciences, Development Studies, Migration Studies, Human Rights, Law or related field.

Experience

  • Experience of delivering capacity building activities on aspects linked to gender equality;
  • Proven record of ability to coordinate with a wide range of internal and external stakeholders, including NGOs and UN agencies;
  • Proven ability to take the lead, develop and tailor innovative content for capacity building activities;
  • Experience of representation and active contribution of an organisation in inter-agency fora;
  • Experience in contribution to project proposals, concept notes, activity reports for donors;
  • Excellent written and oral communication skills;
  • Experience working on protection is an asset;
  • Previous experience with UN agencies is an asset;
  • Knowledge of budgeting for project activities is an asset;

  • Ability to organize work, work independently and prioritize work under pressure, coordinate multiple tasks, maintain attention to detail, and coordination with a variety of stakeholders;
  • Knowledge of mainstreaming best practices and partnership models to ensure coordination of the same across a diversified range of actors;
  • Ability to work with and maintain strict confidentiality, when necessary.

Languages

Fluency in English and Ukrainian (oral and written).

A prerequisite for taking up the position is legal residency in the country of the duty station and work permit, as applicable.
