The Financial Sector Reform Activity (FSR) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.
The FSR is looking for candidates to fill in the Junior GRANTS OFFICER position.
PURPOSE OF THE ROLE:
The Junior Grants Officer is a member of the grants management team and is responsible for proactively administering a sizable and complex array of grants. S/he will be responsible for adherence to the project’s Field Operations Manual (FOM), USAID regulations, contract requirements and limitations, grant policies, procedures, controls, and reporting systems. The individual will proactively coordinate with all staff on communicating with grantees, planning, tracking, audit and record management of the grant portfolio.
OBJECTIVES AND DUTIES:
- With guidance from the Grants and Community Outreach Specialist, understand and follow the USAID FSR grants manual and Field Operations Manual.
- Administer and manage FSR-grants email inbox by sorting and saving all emails received, responding to direct inquiries and reverting questions related to Notice of Funding Opportunity (NOFO) and grants program to the necessary audiences internally and externally.
- Assist in the process and development of calls for proposals and participate in subsequent review processes.
- Assist the grants team with NOFO outreach strategies, organization of postings, preparation and implementation of information sessions.
- Assist the grants team with pre-award onboarding and assessment of applicants:
- Follow up and get references of applicants.
- Assist applicants with Unique Entity Identifier registration used in the System for Award Management.
- Assist with filling out and conducting financial assessments and due diligence of applicants.
- PDF key correspondence with grantees to the grant file on SharePoint and Technical and Administrative Management Information System (TAMIS).
- Assist with Technical Selection Committee tasks:
- Prepare forms.
- Send reminders regarding deadlines.
- Email and communicate with applicants.
- Assist with note taking, memo writing and record management of committees and evaluation meetings.
- Participate without vote in the grant’s selection committee.
- Conducts all due diligence processes for verification of the information submitted by possible grantees.
- Support and assist the preparation of grant agreements and amendments.
- Supports post award grant management in accordance with relevant regulations and generate reports of status of grant activities, such as forecasting payment, inventory, amendments, close outs, and sector specific data (i.e., monthly and quarterly reporting).
- Coordinate with the technical teams to ensure deliverables are verified and approved.
- Monitor the grant financials to ensure that grant expenditures are in accordance with the grant ceilings. Take proactive steps to ensure compliance.
- Review all requests for payment or reimbursement for accuracy, compliance, and sufficient detail to ensure compliance with the grant agreement; submit requests for payment to the Finance department.
- Assist the grants team in closing out and auding grant awards by conducting file audits, entering data into TAMIS and drafting memos to file.
- Other duties as assigned by the Grants and Community Outreach Specialist or Chief of Party that are consistent with the overall focus of the assignment.
QUALIFICATIONS:
- Bachelor’s degree in international development, business, accounting, or related field is required.
- Minimum of 2 years’ professional experience is required. Prior experience with an international donor-funded organization or experience with USAID grants preferred.
- Strong interpersonal skills and written and oral communication skills.
- Language requirements are as follows:
- English level III (General working proficiency) Reading/Writing/Speaking. Preference will be given to the candidates with English level IV (Fluent).
- Ukrainian level IV (Fluent) Reading/Writing/Speaking is required.
- An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus.
- Strong computer skills (MS Office suite) required.
