IT Specialist (full-time, Kyiv)

Responsibilities:
- Maintenance of information technology and management systems.
- Regular updating of computer software and programs.
- Provision of technical assistance to projects/programs in IT and database management.
- Conducting and coordinating technical start-ups for new GIZ premises (Country Office and projects).
- Coordination of external service provider(s) in the field of IT.
- Support to drafting of specification of IT procurements for projects.
- Specification and Evaluation of technical offers for it procurement in Country Office.
- Helpdesk for IT problems for CO and projects.
Tasks:
Hardware related tasks:
- Ensuring hardware (laptops, servers and all PCs) is up-to-date and in line with current GIZ standards.
- Configuring and maintaining network switches, routers, firewalls and access points.
- Ensuring proper operations in the server room by mounting the critical network hardware in a rack and installing an uninterruptable power supply.
- Configuring and installing newly delivered equipment, this includes:
- installing the equipment in the location required by a user;
- connecting the equipment;
- checking it functions correctly;
- and providing users with brief operating instructions;
- possibly the decommissioning of old equipment.
- Keeping the system, network and hardware documentation up-to-date.
- Looking after the maintenance of PCs, laptops, printers, digital cameras, scanners and other hardware devices.
- Taking on and carrying out repairs, independently undertaking repairs that can be done locally.
- While observing GIZ standards, discussing with the Head of Finance and Administration required new hardware / network purchases or improvements.
- Testing new hardware systems and based on these results the recommendations for the purchase of new systems.
- Upgrading of existing IT systems and accessories.
Software related tasks:
- Installing operating systems and configuring servers and client PCs in line with GIZ standards, and documenting the configuration of servers and workstations.
- Installing software released for GIZ use on workstation PCs / laptops in agreement with the administrative manager.
- Maintaining systems documentation / software.
- Supporting all standard GIZ software (e.g. APS, AMS, MS Office, WinPACCS and SAP-GUI).
- Testing new or enhanced software programs, and updating all software with the latest versions, while observing GIZ standards.
- Must always keep informed about known vulnerabilities in firmware, operating systems, applications, and services. The identified vulnerabilities must be fixed as soon as possible so that they cannot be exploited by attackers. In general, care must be taken to ensure that patches and updates are only sourced from trusted sources.
- Must regularly inform and sensitize users of the threat of malicious programs since everyone must abide by the basic rules of conduct to reduce the risk of malware. Files from untrusted sources must not be opened.
- Ensuring the proper operation of backup / security programs, thus ensuring system security.
- Insuring the anti-virus software is up-to-date.
Local network tasks:
- Configuring and maintaining the LAN (Local Area Network), while observing GIZ standards.
- Secure configuration of the wireless LAN.
- Configuring the firewall.
- Monitoring the performance of the Internet connections and devise strategies for bandwidth management.
Operational support tasks:
- Developing/updating a backup strategy in agreement with the Head of Finance and Administration.
- Regularly backing up all user data and restoring backed up data on request.
- Backing up and restoring data when PCs are exchanged.
- Addressing the problem of computer security.
- Consulting with suppliers/vendors in order to guarantee the functioning of the network, phone system and computer hardware.
- Monitoring the market for quality and value and assuming responsibility for procuring computer equipment.
General tasks:
- Carrying out general administrative tasks for the entire IT system.
- Rectifying faults/resolving problems relating to computers and the Internet preparing all the necessary information and providing support over the phone.
- Ensuring an emergency service is available.
- Supporting new and established projects in IT matters.
- Keep in contact with DIGITS department in GIZ headquarter by attending GIZ IT Professional Workshops, participating in O365 Teams and consulting the GIZ IT Guidelines & Policies on a regular basis.
Qualifications, skills and experience required:
Education/training:
- BA in Information Technology/IT Studies or similar (e.g. MSCE – Microsoft Certified Engineer).
Professional experience:
- At least 3 years’ experience in a similar position.
IT knowledge:
- Basic understanding of:
- The Internet (IP, DNS, HTTP, SMTP).
- Network routing and switching.
- WLAN protocols.
- Problem analysis (tcpview, Wireshark).
- Certified IT knowledge: The configuration, administration and operation of:
- Internet connections.
- SQL-Server (Microsoft et al.).
- MS Windows Server.
- Hardware (PCs, printers, routers etc.).
- MS Office software.
- MS Windows Professional incl. Outlook.
- A basic knowledge of:
- SAP-GUI software.
- GIZ in-house developments (SAP, APS, AMS, WinPACCS, etc.).
Language qualifications:
- Very good spoken English and Ukrainian.

Employment conditions
Full-time position with 40-hours working week. The contract duration is 2 years. Prolongation is possible. Starting as soon as possible.
