Chemonics International, a global consulting and international development firm, seeks a Finance Assistant, long-term position, for the USAID Competitive Economy Program (CEP). The USAID Competitive Economy Program (CEP) is a seven year, $170M program, which promotes a strong, diverse, and open economy by enhancing the business environment for Ukrainian enterprises, improving the competitiveness of emerging and high-growth industries and their firms in international markets and equipping the Ukrainian workforce with skills necessary for reconstruction and rebuilding the economy.
The Finance Assistant is a key member of the Operations team and works closely with all members of the project to provide clerical, accounting, logistical, and other administrative support to the CEP. This includes supporting the technical team with administrative, logistical and coordination tasks as well as supporting the Accounting and Finance Manager and operations team in administering daily office operations. At all times, the Finance Assistant shall adhere to and act accordingly to Chemonics’ Professional Code of Ethics “Living Our Values” and will be responsible for ensuring compliance with administrative-related USAID rules and regulations and Chemonics policies and procedures and Ukrainian laws.
The Finance Assistant’s responsibilities will include, but are not limited to, the following:
- Assist the Chief Accountant and Accounting and Finance Manager in filing accounting documents, collecting all necessary original documents from suppliers including but not limited to acts of acceptance, invoices, other primary documents etc.
- Support in reviewing accounting and supporting documents and transactions to ensure accuracy, completeness and compliance with Chemonics policies and procedures and USAID regulations.
- Ensure that incurred costs are allowable, allocable, and reasonable in accordance with USAID cost principles and Chemonics policies and procedures.
- Support in reviewing and ensuring proper authorization and approval and timely processing of payment/reimbursement requests for employees/suppliers/vendors/grantees.
- Support with Program annual inventory
- Work closely with internal and external auditors during field program audits
- Apply a working knowledge of applicable Ukrainian and U.S. laws and regulations to project financial activities. Keep track of the latest changes in Ukrainian labor, tax, and accounting legislation
- Carry out periodic project-related research as requested.
- Other duties as assigned by the Chief of Party, Deputy Chief of Party-Operations, Accounting and Finance Manager or as delegated.
The required and/or preferred qualifications for the Finance Assistant position are:
- Bachelor’s Degree in finance, accounting, business, economics or other relevant disciplines from a Ukrainian university
- Minimum three years of relevant experience, preferably in accounting or finance required.
- Progressively responsible experience in administrative or travel/logistical assistance positions
- Knowledge of and experience with Ukrainian and International Accounting Standards is preferred.
- Previous USAID or other international donor experience preferred. Comprehensive knowledge of Chemonics management practices and systems is a plus.
- Strong writing skills with the ability to condense information as well as strong verbal communication skills required.
- Proven ability to manage and implement work using tools offered by Office 365 Suite of programs (Word, Excel, Outlook, Teams, Planner, PowerPoint, OneNote, Power BI, etc.) required.
- Strong organizational skills and an ability to multitask and prioritize as part of a fast-moving team, attention to detail required.
- Very good interpersonal relations skills, team building skills required.
- Ability to work under time pressure in a multi-task environment required.
- Proficiency in English and Ukrainian required.
