Chemonics International, a global consulting and international development firm, seeks an Investment Promotion Specialist, long-term position, for the USAID Competitive Economy Program (CEP). The USAID Competitive Economy Program (CEP) is a seven year, $170M program, which promotes a strong, diverse, and open economy by enhancing the business environment for Ukrainian enterprises, improving the competitiveness of emerging and high-growth industries and their firms in international markets and equipping the Ukrainian workforce with skills necessary for reconstruction and rebuilding the economy.
The Investment Promotion Specialist will provide legal and management support for implementing a broad array of investment-related CEP activities and will assist the Government of Ukraine (GOU), at both the central and local level, and the private sector to develop and implement innovative approaches to increase investments. The Investment Promotion Specialist will also support CEP’s activities in developing and implementing a comprehensive approach to leverage large-scale finance from financial institutions and private sector.
The Specialist will be responsible for providing technical assistance and day-to-day support for CEP’s activities aimed at improving Ukraine’s investment climate and renewal of investment inflows into Ukraine both during the war times and in the immediate post-war environment. The Specialist will cooperate with the Access to Finance Sr. Specialist to build the capacity of the GOU to formulate and execute strategies and policies aimed at creating a favorable investment climate, stimulating domestic investment, and attracting foreign direct investment into the Ukrainian economy.
The Specialist will support CEP’s recent investment promotion and economic recovery efforts, including supporting the Ministry of Economy of Ukraine and Ukraine’s Investment Promotion Agency (UkraineInvest) at the national level, and oblast administrations and city councils at the subnational level, and implement new activities as envisaged by the work plan and other strategic documents. The Specialist will work to increase investment in the target industries by designing, developing, and implementing innovative initiatives to catalyze investment across industries and for entrepreneurs and startup businesses.
The Specialist will cooperate with the business enabling environment team to support the development and implementation of new laws and regulations relating to investments. In cooperation with the government counterparts and private sector stakeholders, the Specialist will support coordination with key stakeholders to monitor and evaluate the impact of CEP supported work and identify other opportunities, such as anti-corruption initiatives, that offer synergies and complement CEP activities. In cooperation with other teams, the Specialist will also engage with the government at the central and local levels to promote healthy market competition, increased transparency, participation of startups and SMEs in the local economy, and increased exports of Ukrainian products.
The Investment Promotion Specialist’s responsibilities will include, but are not limited to, the following:
- Support with planning and implementation of investment related activities and advise project teams on priority initiatives and strategic direction of the program in relation to investment promotion activities
- Support specific tasks outlined in the project work plan, ensuring the interventions are planned and executed in a timely manner
- Ensure that all activities are executed in a timely manner in close cooperation with all stakeholders and program staff. Illustrative tasks include, but are not limited to:
- Direct technical assistance to government counterparts and other stakeholders
- Prepare and review technical scopes of work for consultants, grants, subcontracts, surveys, and other support as required in support of investment promotion activities
- Coordinate tasks of consultants, grantees, subcontractors, and others supporting activities
- Facilitate the planning and implementation of meetings, training programs, workshops, and other events relating to investments in cooperation with government counterparts, local stakeholders, other donors and programs, and other program staff
- Identify solutions to challenges, opportunities to advance reforms, and increased coordination and collaboration with government counterparts, local stakeholders, and other donors and programs
- Coordinate regularly with other program technical teams
- Support communications and Monitoring, evaluation, and learning (MEL) reporting relating to investment promotion activities
- Contribute to enhanced dialogue between the Government of Ukraine, private sector, local organizations, and other donors and programs in support of program initiatives
- Contribute in a timely manner to program annual work plans, MEL plans and reports, documentation of lessons learned, success stories, newsletters, reports (daily, weekly and quarterly), and routine requests from USAID
- Participate in regular meetings with USAID, government counterparts, other local stakeholders, Chief of Party (COP)/DCOP, and other program staff as required
- Perform other tasks as assigned by the COP/DCOP consistent with the Specialist’s qualifications, this scope of work, and general requirements of the program.
The required and/or preferred qualifications for the Specialist position are:
- Advanced degree in business, economics, banking, law or similar field required
- At least 4 years of experience working in Ukraine on investment projects, in the financial sector or on the financial sector issues, management positions in the government/government owned entities and/or for donor funded projects required
- Demonstrated expertise in the Ukrainian legislation and policies related to investments and finance required
- Demonstrated professional excellence and strong oral and written communication skills required
- Proven relationship management skills, effective cross-cultural interpersonal and communication skills required
- Demonstrated leadership, versatility, and integrity required
- Fluent Ukrainian and English required
